Job description

A Tactical SIGINT Systems Engineer Level 2 triages and analyzes end-user COMINT, ELINT, and FISINT collection, identification, and location military mobile platform (air, land, sea) requirements. The Engineer assists stakeholders in refining technical capability requirements for tactical collection systems, evaluates US commercial material solution alternatives, conducts feasibility analysis, presents procurement and/or project execution courses of action, and contributes to tactical sensor capability systems architectures. The Engineer will review tactical sensor technical documentation, KPPs, White Papers, and other key systems engineering artifacts such as HW and SW test plans, Factory Acceptance Tests, and Capstone Event criteria. The Engineer will assist the USG in leading foreign partner tactical SIGINT sensor projects from Requirements to SOW/RFP, to Proposal reviews, Basis of Estimate/Rough Order of Magnitude analysis, Letter of Offer and Acceptance (LOA), and project execution from Kick-off to delivery and installation.

Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).
Capabilities
  • Triage and analyze military user tactical SIGINT requirements, CONOPS, and data flow architectures to define and manage tactical collection system requirements  
  • Lead US industry system design, architecture development, and integration activities while ensuring technical integrity across the lifecycle.
  • Guide requirements engineering and support development of SE documentation (FRDs, ICDs, specs, JCIDS artifacts).
  • Coordinate multi-national, multi-organizational, multi-office efforts (VTCs, TEAMs, TEMs, PMRs, CCBs, reviews) to resolve technical and/or capability issues or lead tactical capacities acquisitions across stakeholders, including government partners.
  • Develop and evaluate system concepts, architectures, and design solutions, including performance, risk, and feasibility analysis.
  • Provide technical leadership, stakeholder communication, and oversight of system testing, implementation, documentation, operational integration, and installation
Required Qualifications
  • TS/SCI with agency appropriate poly
  • Fourteen (14) years' experience as a Tactical SIGINT Systems Engineer (Operator and Testing Engineering experience) supporting military tactical mobile platforms (air, land, sea) in programs and contracts of similar scope, type and complexity is required.
  • Bachelor's degree in System Engineering, SIGINT, RF Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
  • Five (5) years of additional SE experience may be substituted for a bachelor's degree

Pay Range: $45.61 - $119.86 per hour*
Hourly pay rates listed for this position serve as a general guideline and are not a guarantee of compensation. Compensation will vary dependent upon factors including but not limited to: Government contract rates; education; relevant prior work experience, knowledge, skills, and competencies; certifications, and geographic location. *Hourly pay rates reflect the pre-benefit gross wage amounts.
