Job Description Summary:
As part of the Corporate Human Resources team, provide HR related support and resources to all Swinerton companies; as well as, maintain and execute HR and compliance data, programs, and records.
Job Description:
Position Responsibilities and Duties
  • Act as primary administrator for drug/alcohol screening program which includes reviewing/monitoring results for errors and red flags; following up with HR Partners regarding necessary actions, distributing and following up on random selections to ensure compliance; ordering CCFs, maintain DER training needs, submit DER specific location access
  • Administer Company's Preferred Driver program, which includes ordering, reviewing and reporting on employee motor vehicle reports on a regular basis
  • Administer companywide third-party State Compliance Job Board program; as well as track and report on utilization and placement success
  • Maintain active and terminated employee files, including converting active to terminated each month
  • Maintain current listing of Federal, State, Local and Company mandated employment posting requirements, and distribute notifications and material to Field HR as changes approach (update in SwinNet as well)
  • Assist with government and industry specific reporting needs by executing various survey requirements in a timely and accurate manner
  • Prepare subpoena responses in an accurate and timely manner, and provide to Legal team for review prior to release to requesting party
  • Manage file archives and storage, including purging and archiving files
  • Execute semi-monthly EDD new reporting
  • Accurately prepare EEO-1 and VET reporting data per gov't requirements, submit data once reviewed and approved
  • Assist with Affirmative Action Plan updates and communications
  • Provide OFCCP organization mailer program information to Field HR annually
  • Actively participate in Company's I-9 self-audit process, as well as assist in preparation of I-9s during DHS/ICE audits
  • Stay abreast to current Federal, State and local employment law changes and monitor, and notify HR Ops team members of these changes
  • Maintain non-hired candidate data on a regular basis, and execute Company's annual EEO/OFCCP self-reporting requirements
  • Maintain applicable HR Operations SwinNet content, recommending modifications, receiving modification approvals, and making necessary modifications on HR pages
  • Back up HR Ops team members and Field HR as needed
  • Complete other responsibilities as assigned

Minimum Skills or Experience Requirements
  • High School Diploma or equivalent
  • AA degree or equivalent training or experience; college degree preferred
  • 2 years construction (craft/field preferred) administrative experience in addition to above training or degree
  • 1-3 years Human Resources work experience
  • Prior payroll, accounting or HRIS experience preferred
  • Strong data entry skills
  • Advanced Excel skills preferred
  • Working knowledge of general office procedures and office machines
  • Analytical skills and problem-solving ability
  • Exceptional accuracy, attention to detail and organizational skills
  • Ability to follow directions and procedures, while taking ownership to complete tasks on own
  • Effective interpersonal skills
  • Strong written and verbal English and Spanish communication skills, including professional telephone manner
