The Army/Navy Business Group (ANBG) at SAIC represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development).  We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support key business areas and strategy for SAIC’s Growth Technology Accelerants (GTA) as well as core business initiatives. GTAs include Secure Cloud, Enterprise IT and Systems Integration & Delivery. Core business includes Engineering Services, IT & Technical Services and Logistics & Supply Chain.

We are seeking a Senior Subcontracts Analyst to administer and manage subcontracts/proposals in support of various Department of Defense Agencies. This position, which is fully remote, reports no direct staff and requires someone capable of thriving in fast-paced environments, excelling independently and on collaborative teams. The ideal candidate has the ability to multi-task across projects while serving as a strategic partner to stakeholders through the capture, proposal, and contract execution phases.

Typical Responsibilities Include:

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types.
  • Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • May sign supplier agreements and purchase orders within established authority.
  • Frequent use and application of industry practices, techniques, and standards.
  • Participates in the development of solutions to a variety of problems moderate in scope and complexity.
  • Often refers to policies, procedures and practices for guidance.
  • Work is reviewed for soundness of judgment, overall adequacy and accuracy.
  • Contributes to the completion of organizational projects and goals.

Qualifications

Required Education:

  • Bachelor’s Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience.
  • Professional certification (CPCM/CFCM) preferred.

Required Qualifications:

  • Six (6) years of related experience supporting FAR based subcontracts; or Master’s and four (4) year of related experience.
  • Security clearance a plus.
  • Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
  • Must have understanding of the government acquisition process.
  • Working knowledge of FAR and Public Laws relating to subcontracting.
  • Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.
