KBR's National Security Solution (NSS) Procurement & Supply Chain function seeks a Sr. Subcontracts Administrator to provide proposal support across NSS as it relates to our Subcontractor Teammates. The Subcontracts Administrator will be responsible for all phases of subcontract proposal support, to include preparation and issuance of Request for Proposals (RFPs) and all other documentation required from our Subcontractor's to ensure that compliant proposals are submitted to our customers.

Additional areas of responsibility may include qualifying suppliers and maintain subcontract files in accordance with established procedures. Under general supervision, the individual will solve complex problems requiring detailed knowledge of field and industry best practices. Uses experience and problem-solving skills to develop and improve processes.

Key Responsibilities:

  • Knowledge and experience working Government solicitations with the ability to do so independently.
  • Review of Govt. solicitations with specific emphasis on the SOW, Section's H, I, L and M
  • Prepare and Issue RFPs to Subcontractor teammates
  • Issue data calls our Subcontractor teammates for any information that may be required to support the proposal effort.
  • Prepare OCI packages for our Subcontractor teammates
  • Prepare consent packages as required by Government solicitations
  • Assist in the preparation of Subcontract Management Plans
  • Review and negotiate Subcontractor pricing
  • Prepare Govt. proposal submission instructions for Subcontractor teammates
  • Negotiating Non-Disclosure Agreementsand TeamingAgreements
  • Perform comprehensive price analyses
  • Negotiation of Subcontract Agreements, to include the negotiation ofTerms & Conditions
  • Preparation of all required documentation to include in Subcontract file to ensure CPSR compliant.
  • Issuance of a variety of procurement actions (Purchase Orders,Subcontracts, Modifications, etc.)
  • Monitoring ofPOs/Subcontracts withinpurchasing system
  • Performing peer reviews on teammates procurement files
  • Identify and mitigate contract risks
  • Close-out procedures

  • Location: Hybrid
  • Travel Requirements: Minimal 0-20%
  • Working Hours: Standard

Required Qualifications:

  • 5+ years of relevant experience inpurchasing /subcontracts
  • B.S. / B.A. Majors: Business Administration, Business Management, Contract Administration, Supply Chain Management or Business Law
  • Shouldpossess sound reasoning skills and the ability to interpret policies and government regulations inday-to-day activities
  • Effective communication and coordination with internal stakeholders as well as Suppliers
  • Experience working with FAR, DFARS, Agency regulations,ITAR, etc.
  • Effective Negotiator
  • Team Player with excellent interpersonal skills
  • Proficient in Microsoft Suite (Excel, Word, PowerPoint, or Project)
  • Security clearance eligibility

Preferred Qualifications:

  • Organized and systematic approach to task management that enablestimely closure of actions
  • Ability to work independently with limited guidance
  • Experience with Deltek Costpoint
  • Experience withDeltek Timekeeping
  • Moderate to expert Excel skills
