Job Summary

Galapagos Federal Systems, LLC is seeking a highly motivated and experienced Contract Specialist to join our team of dedicated professionals supporting a critical government customer.

In this role, you will provide expert acquisition and contract management support to the Government Contracting Officer throughout the full acquisition life-cycle. Responsibilities include assisting with acquisition planning, solicitation development, contract award, administration, and closeout activities for a diverse portfolio of products and services. You will play a key role in ensuring procurement actions are executed in accordance with the Federal Acquisition Regulation (FAR), agency supplements, and applicable federal policies while supporting mission objectives.

The ideal candidate possesses extensive experience in federal contracting, exceptional analytical and problem-solving skills, and a thorough understanding of government acquisition processes. Success in this position requires strong attention to detail, the ability to manage multiple priorities in a fast-paced environment, and the capability to collaborate effectively with contracting officials, program managers, and other government stakeholders to deliver compliant, timely, and mission-focused acquisition solutions

Key Responsibilities

The Contract Specialist will:

  • Provide acquisition and contracting support to the Government Contracting Officer throughout the full contract lifecycle (cradle-to-grave) for a broad range of products and services
  • Conduct market research to support acquisition planning, source selection, and procurement strategies
  • Prepare and review pre-award and post-award acquisition documentation, including solicitations, amendments, evaluation documents, contract awards, and supporting correspondence
  • Review contractor proposals for compliance with solicitation requirements, applicable regulations, and customer objectives
  • Perform cost and price analyses and prepare supporting documentation to assist with proposal evaluations and contract negotiations
  • Provide recommendations on negotiation strategies, contract terms, pricing, and risk mitigation to support the Contracting Officer
  • Assist in the development of acquisition plans and strategies, including determining the appropriate contract type, procurement method, and source selection approach
  • Administer contracts throughout the period of performance, including preparing contract modifications, maintaining complete and audit-ready contract files, and ensuring regulatory compliance
  • Review and process contractor invoices to support timely and accurate payment
  • Monitor contractor performance and assist the Contracting Officer in resolving contractual issues and ensuring compliance with contract requirements
  • Ensure all acquisition activities are performed in accordance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and applicable Department of Defense (DoD) policies and procedures
  • Coordinate effectively with contracting officials, program managers, legal counsel, financial personnel, and other government stakeholders to support mission objectives

Skills and Experience

The Contract Specialist L3 must have:

  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance
  • 10+ years of relevant Department of Defense (DoD) acquisition and contracting experience
  • Ability to travel up to 10%, as required
  • Extensive experience providing cradle-to-grave contract support for federal acquisitions
  • Demonstrated experience conducting market research and preparing acquisition documentation for both pre-award and post-award activities
  • Experience reviewing contractor proposals for compliance and supporting source selection activities
  • Proven experience performing cost and price analyses and preparing evaluation documentation for government acquisitions
  • Experience supporting contract negotiations and advising on pricing, terms, and contractual risk
  • Demonstrated experience developing acquisition strategies and recommending appropriate contract types and procurement methods
  • Strong contract administration experience, including preparing contract modifications, maintaining official contract files, and supporting contract closeout activities
  • Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DoD acquisition policies
  • Experience coordinating with the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and standard government acquisition systems
  • Ability to work 100% on-site in a secure government facility.
  • Experience supporting classified DoD or Intelligence Community acquisition programs
  • Experience with complex, high-dollar, or mission-critical acquisition programs

Education and Certifications

The Contract Specialist must meet the following:

  • MS/MA (strongly desired)

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
