At the Center for Health Information and Analysis (CHIA), we provide the factual foundation for data-driven health care policy and decision-making in Massachusetts. As an independent state agency, CHIA is trusted by policymakers, health care leaders, and researchers to produce objective, transparent analysis that improves the quality, affordability, and equity of care. 

We serve as stewards of Massachusetts health data, employing comprehensive datasets and advanced analytics to promote transparency in the health care system and support evidence-based policymaking.

CHIA seeks a strategic, highly organized, and mission-driven leader to serve as Chief of Staff, Strategy & Operations. Reporting directly to the Executive Director, this role is a key member of the senior leadership team and is responsible for advancing agency priorities, strengthening operational execution, and ensuring alignment across CHIA's work. 

This position serves as a central integrator, connecting strategy, leadership coordination and strategic execution to ensure CHIA delivers on its mission effectively and efficiently. 

The Chief of Staff, Strategy & Operations will directly oversee senior leaders, including the Deputy Chief of Staff, the Chief Financial Officer, and the Director of Communications and Content Strategy. 

Key Responsibilities 

As Chief of Staff Strategy & Operations, you will have the opportunity to 

Drive Strategic Execution 

  • Partner with the Executive Director and senior leadership to translate strategic priorities into actionable plans, ensuring they reflect CHIA's commitment to inclusion and equity
  • Oversee execution of CHIA's strategic objectives, ensuring clear accountability and alignment across teams
  • Assess risks and opportunities and develop and implement practical solutions in collaboration with the Executive Director and senior leadership team

Lead Business Operations 

  • Ensure efficient, compliant, and well-coordinated business practices aligned with Commonwealth requirements 
  • Provide executive oversight of agency operations, business processes, and administrative functions to ensure organizational effectiveness and compliance in alignment with Commonwealth requirements
  • Improve internal processes, workflows, and systems to enhance organizational effectiveness  
  • Coordinate enterprise business functions, including budget planning, knowledge management, and operational systems 

Strengthen Organizational Alignment 

  • Serve as a central coordination point for leadership decision-making and cross-functional initiatives
  • Drive alignment across leadership and business functions to support effective decision-making and advance agency-wide strategic priorities
  • Lead preparation for senior leadership meetings, including agenda development, briefing materials, and follow-up
  • Partner with the Executive Director to manage the senior leadership team's agenda, facilitate enterprise decision-making, and ensure alignment and execution of agency priorities
  • Promote clear and consistent internal communication across the agency 

Advance High-Priority Initiatives 

  • Lead or support key agency initiatives, including strategic, operational, and externally facing efforts 
  • Coordinate cross-functional work across CHIA teams to ensure successful delivery of major projects 
  • Support alignment between CHIA's analytic work, policy priorities, and stakeholder needs 

Support Executive Leadership 

  • Provide strategic counsel to the Executive Director on organizational priorities and emerging issues 
  • Represent CHIA in meetings, working groups, or stakeholder engagements, as appropriate 
  • Support executive-level communications, positioning, and external engagement efforts 
  • Help shape and advance CHIA's external presence through executive communications, stakeholder engagement, and strategic positioning

Qualifications 

Required 

  • Demonstrated experience in strategic planning, operations, or organizational leadership 
  • Strong project management skills, with experience managing complex, cross-functional initiatives 
  • Excellent communication skills, including the ability to synthesize complex information for a variety of audiences 
  • Proven ability to build relationships and collaborate effectively across teams and stakeholders 
  • Strong analytical and problem-solving skills
  • Ability to provide clear direction and oversight to senior leaders across multiple departments ensuring alignment, accountability, and fostering a supportive and engaged team environment
  • Leadership approach that models and supports an inclusive and high-performing workplace, where all employees can contribute fully and reflect the diversity of the Commonwealth
  • 10 years' experience in public sector, health policy, or mission-driven organizations 

Preferred 

  • Deep knowledge of Massachusetts health care landscape 
  • Familiarity with Commonwealth fiscal and administrative processes 
  • Experience working in or with state agencies, legislative bodies, or health care organizations 
  • Experience leading or overseeing organizational functions or senior staff 

Location/On-site Expectations

Total Compensation: 

We value the talent and expertise you bring to the table, so we offer a competitive salary range of $170,000 - $185,000 for this position.
