Arlluk Technology Solutions, LLC, a Koniag Government Services company, is seeking a Strategic Business Analyst with a Secret Security clearance to support ATS and our government customer at Fort Belvoir, VA.

Arlluk Technology Solutions, LLC is looking for a highly qualified, experienced, and self‑motivated individual to perform the duties of a to support ATS and our government customer at Fort Belvoir, VA. This role sits at the intersection of military strategy, enterprise architecture, and program management, requiring the ability to translate complex operational requirements into actionable IT modernization roadmaps aligned with Army transformation priorities. The Strategic Business Analyst will serve as a principal advisor to senior Army leadership, supporting mission‑critical decisions that directly impact force readiness, data interoperability, and the secure delivery of modernized IT capabilities across the enterprise. This position requires a deep understanding of both Army operations and large‑scale IT program dynamics.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Strategic Planning & Analysis

  • Develop and maintain planned plans‚ roadmaps and frameworks in support of the Army's IT modernization in multi‑year program horizons
  • Conduct mission analysis‚ COA development‚ and wargaming in support of IT modernization planning efforts applying Army planning processes (MDMP/JOPP) to complex technology environments
  • Identify planned risks‚ dependencies and decision points across the modernization portfolio and develop mitigations and decision briefs for senior leadership review
  • Translate calculated objectives into outcomes‚ KPIs and a performance framework for the IT modernization team
  • Provide training and orientation for senior leaders for Change Management, IT modernizations, and Agile training, such that you may train other key roles
Mission Execution Support
  • Provides planned advisory support for IT modernization efforts across requirements development‚ fielding‚ and sustainment of operational capabilities
  • Align with program managers‚ product owners‚ and mission partners to coordinate interdependent workstreams to ensure that calculated objectives are achieved
  • Develop operational concepts‚ capability gap analyzes‚ and integration plans‚ considering both near‑term needs and future modernization goals
  • Support governance processes and artifacts including milestone review‚ authority to operate (ATO) preparation‚ and executive steering committee briefings
  • Facilitate planning sessions‚ working groups‚ and exercises with stakeholders across Army Commands
  • Act as an agent of change leveraging your IT implementation and Agile acumen to improve the systems development process
Stakeholder Engagement & Communication
  • Socialize and train senior leaders and key stakeholders on Change Management, IT modernizations, and Agile methodology concepts
  • Develop high‑quality executive briefings‚ decision papers‚ concept papers‚ and calculated communications products for SES leaders
  • Translate technical IT concepts into mission‑relevant language for senior decision makers without a technical background
Data Analysis & Reporting
  • Analyze program data‚ including cost/schedule/performance metrics and calculated measures (qualitative and quantitative)‚ to assess progress towards mission achievement
  • Develop integrated master schedules (IMS)‚ risk registers‚ and portfolio dashboards with the program management office (PMO)
  • Produce both routine and ad‑hoc analytical products‚ planned assessments‚ and after‑action reports
Requirements
  • 5-10 years of experience including 5 years of specific Strategic Management or Agile Program Consultant experience
  • Must be proficient in project management and Agile task management tools, such as, but not limited to the Atlassian suite of products, Azure DevOps, Rational Team Concert, Rally, and ServiceNow
  • Demonstrated skill and comfort in proactively building relationships
  • Innovative thinker, with a track record for translating and executing strategic plans
  • Strong written and verbal communication skills
  • Ability to effectively interface with all levels of management
