This is a career service Government Analyst II position, that serves as a professional research analyst for the Systems Information Management Unit, located in the Florida Department of Health, Division of Children's Medical Services. The incumbent is required to contribute to the unit's diverse research agenda and will be expected to take an active role in collaborating with and supporting program staff to achieve the overall goals of Children's Medical Services. They must be competent in independently performing data quality techniques, statistical analyses for program evaluation, creating graphical presentations of quantitative information, and able to write clear and simple explanations of observable patterns and trends.
Your Specific Job Responsibilities: 

  • Provide technical support for programs or contracts that require data collection, validation, analysis or are essential for program performance monitoring.
  • Perform process reviews and program evaluations, analyze performance data to measure program impact, and provide staff and management with recommendations for achieving program goals.
  • Work with technical staff, contractors, and partners to ensure data about CMS Programs are collected, stored, retrieved, reported, and used in alignment with best practices, agency requirements, and program goals.
  • Serve as a technical consultant to support data requirements and performance measurement to further program goal attainment and management directives.
  • Conduct research and statistical analysis with a variety of data types to support research and programmatic goals - examples of data types include clinical, fiscal, survey, expenditure, enrollment, attrition, geographic, time series, diagnostic, service related, provider type, assessment, intervention, etc.
  • Implement mixed methodological approaches (quantitative and qualitative) in the development and execution of research on health, healthcare, programs, and supportive services.
  • Write about technical topics for diverse audiences, including creating presentation materials, technical briefs, formal correspondence, grant deliverables, surveys, and other work products to articulate central research questions, analytic techniques, key findings, and recommendations.
  • May be asked to perform other duties as required.

Required Knowledge, Skills, and Abilities:

  • Professional level proficiency with Microsoft Office, Teams, Word, Power Point, and Excel. Demonstrated education and/or work history of research and advanced analytic skills in large data.
  • Experience in performing multivariate and inferential statistical analyses using SAS or R software.
  • Ability to organize complex information into user-friendly formats for presentations and written materials.
  • Possess professional organizational skills, demonstrate attention to detail, and committed to excellent internal and external customer service.
  • Open to solicit and accept feedback and critique, able to establish/maintain effective working relationships with others; and willing to serve in a support role and facilitate creative exchange in collaborative projects.
  • Ability to communicate professionally and effectively in written and spoken situations. Experience with querying data using SQL, depicting trends in Qlik, or conducting ArcGIS map functions a plus.

Qualifications:

Minimum - 

  • Experience with Microsoft Office, Teams, Word, Power Point, and Excel.
  • Experience performing multivariate and inferential statistical analyses using SAS or R software.
  • Experience with querying data using SQL, depicting trends in Qlik, or conducting ArcGIS map functions.

Preferred - 

  • Preference will be given to candidates with a master's degree in quantitative social science; or a Bachelor's degree and at least three professional years of experience performing statistical analyses and writing research findings in healthcare or social sciences fields.
