Summary of JobThis position reviews and creates documents for various Village permits and assists with researching, planning, developing, drafting, and coordinating engineering projects for the Caledonia Utility District and Engineering Department. Work responsibilities may also include technical fieldwork on Public Works projects including field survey, record keeping and construction inspection.
Essential Duties & ResponsibilitiesThe following duties are not intended to serve as a comprehensive list of all duties required for this position. - Review, create, and issue permit documents for a wide variety of Village needs including driveways, culverts, and new development (homes, garages, businesses, and subdivisions).
- Review new home plans for conformance to the Village's Master Grading and Drainage Plans.
- Provide construction inspection for grading, paving and concrete placement.
- Perform field investigation and survey work to solve drainage issues around the Village.
- Coordinate and assist the Caledonia Public Works Department on various projects.
- Provide phone and walk in assistance to Village Residents and Contractors.
- Manage and maintain Village of Caledonia Engineering Department Records.
- Provide backup coverage for other Engineering Technicians.
- Evaluate and update the Village's existing pavement conditions.
- Scan existing construction documents and permits to a digital database.
- Establishes and maintains effective working relationships with fellow employees, supervisors, contractors, and the public.
- Safely and lawfully operate a motor vehicle in all Wisconsin weather conditions, under exigent circumstances, and with due regard for the public, coworkers, and Village property interests.
Qualifications- Associate's degree in civil engineering technology or related major from an accredited College or University preferred.
- 3-5 years' experience in the field of municipal engineering preferred.
- Basic Skills in the operation and maintenance of surveying and survey technology (Total Station, GPS, level rod, etc.).
- Ability to operate and work with tools of Civil Engineering, including related computer technology (AutoCAD, Microsoft, and/or ArcGIS applications).
- Possess and maintain a valid Wisconsin driver's license.
Knowledge, Skills & Abilities- Must be able to communicate effectively both orally and in writing and must have strong interpersonal skills to deal with the public, general contractors and regulatory personnel.
- Ability to communicate and follow instructions both orally and in writing; and perform duties with a minimum of direct supervision.
- Ability to maintain effective and professional working relationships with fellow employees and customers.
- Knowledge in mathematics, trigonometry methods, practices, techniques, equipment and instruments as they pertain to generical engineering drafting formulas.
- Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret complex descriptive statistical reports.
- Must possess leadership skills and initiative to work independent of direct supervision.
- Ability to apply rational and ethical judgment, tact, courtesy, and diplomacy when dealing with Village personnel, public customers, contractors, and city representatives.
- Knowledge of standards, specifications, methods and modern principles and practices of civil engineering.
- Knowledge of design, construction and maintenance of capital improvement projects preferred.
Health, Dental, and Vision Insurance:Village of Caledonia contributes 85% of Health Insurance premiums, 50% of premium costs for Dental family or single coverage for full-time employees, and no contribution to Vision insurance (effective on the first of the month following a full calendar month of employment), subject to annual approval by the Village Board.

Education:With the advance approval of Village Administration, the Village will reimburse an employee for
up to 100% of the cost of tuition, books, and testing charges relating to approved educational, courses, or certificate programs up to $2,000 per calendar year.
Retirement Benefits:Employees are eligible to participate in the Wisconsin Retirement System (WRS) upon hire and meeting WRS eligibility requirements.
- Wisconsin Retirement System: WRS contribution rates are set annually by WRS, employee and employer contributions to this plan are required. 2025 rates are as follows:
- General Employees: 6.95% Employer Contribution, 6.95% Employee Contribution
- Protective Employees: 14.95% Employer Contribution; 6.95% Employee Contribution
- Deferred Compensation: Village of Caledonia currently makes available to its employees, on a voluntary basis, participation in a deferred compensation plan. Under this plan, each employee may, on a tax-deferred basis, contribute up to 15% (with a maximum annual contribution established by the IRS) of gross earnings. Village provides no contributions to this plan.
Life Insurance:The Village provides a basic term life insurance policy (subject to annual approval by the Village Board). The amount of term insurance provided depends upon the employee's annual salary. Additional units of life insurance may be purchased by the employee.
Disability Insurance:Short- and long-term disability coverage is available to employees through payroll deduction at the employee's cost.
Sick Leave: 1 day per month for each completed month of employment, with a maximum accrued carry-over of 190 days.
