About the Office of the Inspector General:
The mission of the Inspector General and staff is to reduce fraud, waste, abuse, mismanagement and wrongdoing in state executive branch agencies. Through education, advice, investigations, prosecutions and legislative recommendations, the Inspector General fosters a culture of integrity that contributes to public confidence in state government.
Jurisdiction
The Indiana Inspector General is responsible for investigating and addressing fraud, waste, abuse, and wrongdoing in any agency within the executive branch of Indiana state government. This includes any authority, board, branch, commission, committee, department, division or other instrumentality of the executive branch of Indiana state government.
The Inspector General does not have jurisdiction over the judicial or legislative branches of state government or over local or county government.
The State Ethics Commission has jurisdiction over: (1) a current or former state officer; (2) a current or former employee of a state agency; (3) a person who has a business relationship with a state agency; or (4) a current or former special state appointee. The State Ethics Commission has ultimate authority to interpret the Indiana Code of Ethics.
Role Overview:
The Investigative Auditor is a civilian position within the Office of Inspector General (OIG) investigative section who must possess strong analytical skills to examine financial records and identify discrepancies or fraudulent activities. This position requires a working knowledge of accounting principles and auditing standards and procedures. Attention to detail with an ability to prioritize and organize work is essential for this position.
The Investigative Auditor will work primarily to support the OIG investigative section with highly complex investigations, assisting with the accomplishment of objectives within all phases of the investigation cycle: planning, executing, reporting and prosecution. Limited travel may be required throughout the state.

A Day in the Life:
The essential functions of this role are as follows:

• Receives complaints and assesses for investigative strategic plan, reviewing with the Chief Deputy Inspector General, Investigations and assigned Special Agent and Attorney.
• Receives inquiries, requests for information, and requests for assistance from OIG personnel; reviews, enters and updates submissions; researches the data systems and disseminates requests for information in accordance with established policies and procedures. Queries databases for information parameters, retrieves pertinent data in appropriate output format and disseminates for use in OIG criminal and ethics investigative activities.
• Conducts a wide range of analysis in database information and produces analytical products that assist in detecting and identifying suspects modus operandi, potential criminal or ethics violations; and provides statistical data for use in planning the most effective use of investigative resources.
• Prepares written and oral reports from information received from various investigative agencies or outside sources for distribution to OIG investigators and other personnel. Combines all related information that has a bearing on a particular criminal or ethical violation or suspect. Analyzes data extracted from these sources in detail to further the goals of the OIG.
• Serves as the statistical data and validation technician for investigations. Maintains and updates all data required for statistical analysis of crime and ethics investigative case activity.
• Adheres to and complies with the OIG and SPD Policy and Procedure Manuals.
• Investigates complaints and develops cases for criminal or ethics referral. Collect all statements and documentation from parties involved in potential violationsDirects the overall evidence collection process of each assigned case, including preparation of documents to establish continuity of custody for items of evidence to ensure that judicial requirements are met.
• Reviews and provides suggested revisions to OIG investigations policies, procedures and practices.

Other Duties and Responsibilities:

• This position is considered essential to support the OIG Investigative Division to complete its priorities, projects, and missions.
• Subject to law enforcement sensitive material.
• Use skills in operating computer and related software applications with a primary focus on Microsoft products (e.g. Excel, PowerPoint, OneNote, etc.).
• Use technology and software to collect and preserve digital data and evidence from electronic equipment.
• Able to take large amounts of information and create visual documents for presentations or legal proceedings EX: Link Diagrams, Flow Charts, Map Diagrams, and overlays
• May participate in other department operations as deemed necessary.
• Perform other duties as assigned.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
MINIMUM JOB REQUIREMENTS

• Relevant experience (1) with a federal, state, or local law enforcement agency or (2) with an investigative agency, such as an office of the inspector general or (3) in governmental functions, auditing, or contract administration is required. Experience investigating fraud or public corruption is preferred. Experience analyzing inter-agency investigations is preferred.
• A bachelor's degree with a minimum of 15 hours of accounting coursework.

KNOWLEDGE IN:

• Working knowledge of accounting principles and auditing standards and procedures.
• Ability to generate data requests and to extract, evaluate, and use information from a variety of business records.
• Ability to effectively interview and solicit pertinent information from subjects and their representatives, some of whom may be uncooperative or hostile.
• Analytical skills, attention to detail, critical thinking, and problem-solving abilities.
• Software tools and databases and have excellent research and report writing skills.
• The principles, concepts, methodologies and techniques of investigative analysis and skill to apply this knowledge to a variety of difficult and complex work assignments.
• The methods and techniques of fact-finding, analysis and skill application to identify problems and develop a plan of action to resolve causes and deficiencies.
• Sources of information and the methods and techniques used to extract, analyze, and target useful investigative data.

SKILL IN:

• Oral communications to establish and maintain work relationships with other law enforcement and government agencies.
• The use and functionality of different Social Media platforms.
• Computers and relevant software applications to include knowledge of Word, Outlook, Excel, PowerPoint, Adobe, creating organized charts or graphs, and capacity to adapt to and learn new software programs quickly.
• Developing constructive and cooperative working relationships with others, while encouraging others to express their ideas and opinions.
• Providing input into identifying and solving problems.

ABILITY TO:

• Establish and maintain cooperative working relationships with those contacted in the course of work including other Federal, State and Local investigative agencies.
• Anticipate need for information on related job functions and provide it in a timely manner.
• Interpret and apply federal, state, and local policies, procedures, laws, and regulations related to the collection, distribution, maintaining/protection of confidential information.
• Work independently on assigned duties and projects as needed, or under the direction of the OIG Chief Deputy Inspector General, Investigations.
• Maintain up-to-date OIG databases and statistical data for inclusion into needed reports.

This role may serve as a team lead for an assigned work group.
