Job description

Staff Engineer II | Municipal amp; Water Resources

We are actively seeking a Staff Engineer II in our York, PA office. As a Staff Engineer II with HRG, you will be responsible for supporting the design, development, and execution of civil engineering projects, including land development, municipal infrastructure, stormwater management, erosion and sediment control, and stream restoration. You will collaborate with senior engineers and project managers, assist with research and data analysis, and prepare technical reports, contributing to projects that improve local communities and environments.

Key Responsibilities:
  • Assist with municipal engineering and design tasks related to land development, municipal infrastructure, stormwater management, erosion and sediment control, stream restoration, and other water resources projects under senior staff supervision
  • Conduct hydraulic and hydrologic modeling using tools such as HEC-RAS, HEC-HMS, PCSWMM, HydroCAD, and Hydraflow
  • Research regulatory requirements and prepare technical reports, perform calculations, and support permit applications and approvals for agencies including PADEP, ACOE, County Conservation Districts, and others
  • Collaborate with internal teams to produce construction drawings, technical specifications, and related engineering documentation
  • Perform field inspections, meet with clients and agency representatives, and monitor work progress on project sites
Requirements:
  • Bachelor’s degree in Civil Engineering or a related field
  • Approximately 2+ years of consulting engineering experience supporting municipal and/or water resources projects
  • Experience in subdivision and land development ordinances for municipal plan reviews
  • E.I.T. certification preferred
  • Proficiency with AutoCAD Civil 3D for preparation of site, utility, grading, and stormwater plans
  • Working knowledge of hydrologic and hydraulic modeling software, including HEC‑RAS, HEC‑HMS, HydroCAD, PCSWMM, and/or Hydraflow
  • Ability to perform engineering calculations and apply applicable codes, standards, and design guidelines
  • Experience preparing technical reports, permit documents, and construction specifications
  • Ability to work in both office and field environments, including site visits and inspections
  • Excellent communication skills and a collaborative mindset
  • Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
  • Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
  • Valid US Driver’s License is required
  • Legal authorization to work in the U.S.
