Job description

The City Commission is seeking an experienced, collaborative, and visionary leader to serve as its next City Manager and guide one of Northeast Florida’s most respected beach communities into its next chapter.

The City Commission seeks a principled and accomplished municipal executive who combines strategic vision with operational excellence. The successful candidate will be an approachable, relationship-driven leader who values transparency, collaboration, and responsive public service.

The next City Manager will possess the experience and judgment necessary to lead a high-performing organization while maintaining the quality of life that St. Augustine Beach residents enjoy.

Experience and Qualities:

Extensive experience as a city or county manager or assistant manager, with expertise in strategic planning, personnel management, budgeting, and intergovernmental relations.
High integrity and strong ethical standards.
Superior verbal and written communication skills, with a commitment to keeping elected officials informed and engaged.
A calm, deliberate leadership style with a proven record of servant-manager leadership, treating others with respect and dignity, leading by example, and viewing employee challenges as opportunities for growth.
Strong listening skills and a commitment to serving the City’s residents and elected representatives, with a focus on responding promptly and thoroughly to community concerns and requests.
A deep understanding of the Florida political landscape and the ability to foster effective intergovernmental relations.

Experience & Qualifications

Required

Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Political Science, Economics, Urban Planning, or a closely related field.
A minimum of eight (8) years of progressively responsible executive leadership experience in municipal or county government, including significant supervisory and administrative responsibilities.
Demonstrated expertise in municipal finance, budgeting, and organizational management.
A record of professional stability, integrity, and meaningful accomplishments throughout a career in public service.

Preferred

Master’s degree in public administration (MPA), Business Administration (MBA), or related discipline.
Experience serving in a commission-manager or council-manager form of government.
Experience working in a Florida coastal community or similar environment, including knowledge of hurricane preparedness, emergency management, coastal resiliency, and environmental stewardship.

Residency

The City Charter permits the appointment of a City Manager who resides outside the City at the time of appointment. The selected candidate is expected to establish residency within the City within six months unless waived by the City Commission.
