Required Experience: Bachelor's degree or equivalent (eight years) work experience. In addition to education or educational equivalent, requires work experience in accounting, business administration, finance, legal, grant, and/or contract fields; 5-8 years. Gateway 2 Grants and TOT certification required within 6 months of hire. Spanish, Portuguese, French and/ or other language capability desired, and might be required for some regional portfolios (e.g., Latin America, West Africa, Southern Africa).
Work Authorization: Must be authorized to work in the U.S.A for any employer.

The Job
The Senior Grant and Contract Officer will manage the full lifecycle of assistance awards, grants and contracts with the U.S. Government, bilateral and multilateral organizations, foundations, corporations, and private entities, ensuring compliance with relevant regulations and guidelines. Manage a complex regional portfolio, serve as primary contact and principal advisor to client groups such as the International Programs Group (IPG), Transformational Engagement (TE), and WVUS senior management for all compliance issues related to public and private sector funding. Help carry out our Christian organization's mission, vision, and strategies. Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word, and sign.
Responsibilities
  • Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
  • Compliance Oversight: Act as the primary liaison for acquiring, managing, and ensuring compliance for diverse federal and non-federal grants, contracts, cooperative agreements, and other funding mechanisms.
  • Compose and negotiate various legal documents including teaming agreements, subgrants, amendments, professional service agreements, and nondisclosures.
  • Provide critical guidance to the IPG finance, programs and field offices providing expertise on regulations, compliance, technical support, and grant administration throughout the project's entire lifecycle.
  • Support in monitoring subgrantee compliance and ensuring adherence to agreement terms and conditions. Take the lead in implementing corrective measures for instances on non-compliance.
  • Assist with annual single audit and other external and internal audits of grant and department activities. Monitor audit and compliance issues throughout the project lifespan, including certifying and fulfilling all formal closeout requirements and requests from donors.
  • Coordinate the development, improvement, and support of WVUS policies, procedures, and systems to ensure WVUS compliance with federal, state, and other governmental policies, procedures, regulations, statutes, as well as other funder requirements for the Legal department.
  • Collaborate with IPG programs to develop and review risk mitigation plans, including Risk Assessment and Management plans and Safeguarding plans.
  • Lead the grantor notification process regarding allegations and incidents under grant funded projects including the drafting and submission of Mandatory Disclosures and other notifications required by the terms of the award under management.
