Position: Project Manager

Location: Salem OR

Duration: 6+ Months Contract

Job Description

The Agency desires an individual with extensive knowledge and skills in the following areas:

Project management principles, processes, and techniques. The Successful Key Person shall manage the schedule interdependencies associated with multiple interrelated projects in order to develop and maintain project and program momentum. Team management principles and techniques. Work with component project managers, functional managers, and others to gain support, resolve conflicts, and lead individual project teams by providing specific work directions. Project methodology and project approaches. Must understand the program life-cycle and the program management processes. Microsoft SQL Server terminology and basic functions. The Successful Key Person must have sufficient technical knowledge to provide understanding and resolving technical issues and problems. Configuration management and version control for documentation. The Successful Key Person must have an understanding of business transition/organizational change management in order to minimize negative impact to business and field operations while maximizing the benefits of the technology implementation.

Initiation

  • Analysis and development of documentation for the project's scope, requirements, timelines, resources, risk, communications, and other required project information.
  • Assist in the preparation of Procurement documentation including Business Case, IRR, RFP and all required Procurement documentation necessary to gain project approval.
  • Presenting the project to the Data Advisory Committee for approval,
  • Evaluating the project's ROI or value to the organization,
  • Evaluating the risk of both undertaking and not undertaking the project.

Planning

  • Develop project plan with project coordinators
  • Determine project resources
  • Create or refine project documents
  • Assist with project team member selection
  • Refine project documents in preparation for Procurement approval including RFP if required.
  • Assist with vendor selection and completion of contract where necessary.
  • Analyse how this project promotes the vision and mission of the ELD.
  • Facilitate the use of and answer the questions of the Oregon Equity Lens in the initial stages of project planning.
  • Proactively support ways the project plan is addressing the areas identified within the Equity Lens.
  • Monitor if and/or how the project plan is addressing the areas identified within the Equity Lens
  • Assurance (QA) vendor if project requires an external QA vendor.
  • Work with project coordinator and project team to develop Unit and User Acceptance (UAT) test plans and test scripts
