Job Summary:
TALENT Software Services is seeking a Database Developer (SQL) - Project Lead. The role involves overseeing database development, ETL processes, and ensuring compliance with healthcare data standards while managing the overall project requirements.
Responsibilities:
• Selected personnel must sign the DPH Confidentiality Agreement and/or Business Associate (BA) Agreement, if applicable.
• All web services must be secure.
• DPH will not accept offers that include an "up-lift " charge.
• Consultant rates must not exceed the maximum rate established under State contract terms.
• Follow Agency IT standards, policies, procedures, and documentation requirements.
• All source code (compiled and uncompiled) developed under this contract becomes the sole property of the South Carolina Department of Public Health (DPH).
• Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH remains the sole property of DPH.
• Contractor-developed modifications and interfaces: Cannot be incorporated into any vendor core product.
• Cannot be reused for independent projects.
• Cannot be published or publicized without written approval from DPH.
• DPH retains final approval authority over all programming choices.
• The State will not reimburse additional contractor expenses, including: Travel, Employee benefits, Insurance, Room and board, Other incidental expenses.
• Required business information, formulas, data, and validation mechanisms.
• Staff support for application and data-related questions.
• Conference rooms and scheduling assistance for application demonstrations.
• Virtual workstation with required software.
Qualifications:
Required:
• 3+ years of experience with: MS T-SQL, Stored Procedures, Advanced Queries, Query Optimization.
• 3+ years of experience with: MS SQL Server 2016+.
• 3+ years of experience with: ETL Process Development.
• 1+ year of experience with: SQL Server Integration Services (SSIS).
• 3+ years of experience with: Report Development.
• 3+ years of experience with: Data Warehousing, Relational Databases.
• 1+ year of experience with: HL7 versions 2.3.1 – 2.5.1, ORU Messages.
• 3+ years of experience with: XML.
• 1+ year of experience with: CDC data standards, HIPAA compliance, CJIS requirements, PHI (Protected Health Information), PII (Personally Identifiable Information), Data classification and security controls.
Preferred:
• Ability to manage large data sets (1 TB+).
• Requirements gathering and documentation experience.
• Public Health and Disease Surveillance Systems experience.
• Statistical Analysis System (SAS).
• Knowledge of: LOINC, SNOMED.
• Experience with: FASTQ files, Demultiplexing.
• Experience with: R, RStudio.
