Overview:
Candidates should be self-motivated, team-oriented, work under limited supervision, and respond to priority tasks. Candidates must be able to independently research and design processes, create specifications, develop, lead testing, perform code reviews, actively engage with the team and stakeholders, attend meetings, provide guidance, and respond promptly. A Senior Data Developer is needed to support the STD / HIV program area. Project work includes transition from our current to replacement Electronic Disease Surveillance System (EDSS), the continuing Data Warehousing project, Data Pipeline improvement, and supporting new solutions for eCR onboarding and utilization. This need includes requirements gathering
with customers, providing technical advice, time and effort estimates, and project documentation including status reporting. Expected work includes process development and automation, ETL solutions, advanced querying, stored procedure creation, parsing various data formats including xml and HL7, SSIS development and debugging, and reporting. The developer will help with testing, validations, user acceptance testing, deployment, and post implementation support. Continued support will consist of modifications to include new data elements. Ensure systems are following industry best practices to ensure strategic initiatives. and compliance with federal and state regulatory laws and ensure business continuity. The candidate may also provide proactive monitoring processes for immediate identification and resolution of data processing issues. This position will be a part of the team responsible for supporting critical systems and environments used by our STD HIV team, the Public Health Lab, and Disease Surveillance.
Responsibilities:
  • The candidate will work closely with members of the Systems Integration, Health Data Visualizations, and Database Administration teams as well as STD / HIV program staff.
  • The candidate should be self-motivated and team-oriented, work under limited supervision, and respond to priority tasks. The candidate must be able to independently research and design processes, create specifications and data flows, develop ETL processes, make stored procedures, advanced queries, and reports, assist with validations, actively engage with the
  • Team and stakeholders, attend meetings, provide guidance, and respond promptly.
  • Participate in a team comprised of client and solution implementation staff providing STD HIV system and data migration support, data pipeline improvement and monitoring, data warehousing and reporting. New solutions for eCR onboarding, import and utilization will be included. Work can consist of planning, design, configuration, process development, SSIS and script coding, and automation of data flows. Will coordinate with the assigned IT Section
  • Manager and Team Lead on daily assignments/tasks. Will coordinate and collaborate with contract and vendor staff, existing staff, and other I. T. professionals working with the
  • Office of Information Technology. Ensure assignments are completed accurately and on time, assist with problem resolution, mitigate issues, provide solutions, communicate, and escalate as needed to management, and report progress to the manager.
  • Will advise staff on code conversions, database and query design, optimization, process improvements and automation, validations, reporting, and report creation. Work with vendors and staff on deliverables, debugging, and converting current processes to SSIS and PowerBI.
  • This includes rewriting existing SAS solutions to conform to best practices and updated coding standards and improving efficiency, performance, and maintenance.
Specific duties and responsibilities will include but are not limited to the following:
  • Prepare and maintain process documentation, data flows, and diagrams for assigned processes (new and existing).
  • Work with end users to perform gap analysis, gather and document functional requirements, and create necessary processes
  • Assist with project and time management including estimates and status reporting
  • Ability to plan, organize, review, and implement associated project milestones to completion.
  • Process Development, Process Automation, and ETL Solutions
  • SQL stored procedure creation, advanced query design, debugging, and optimization (MS T-SQL)
  • Rewriting of SAS code into SSIS Packages and Power B.I.; SSIS Debugging, Rewriting and optimization of remaining SAS code and queries as needed.
  • Data Pipeline and Reporting Development, Modification, Improvement, and Monitoring
  • Help format and automate data uploads into the Data Warehouse and Disease Surveillance Systems like CDC SAMS / eHARS and the new Electronic Disease Surveillance System (EpiTrax)
  • Parsing of multiple data formats including xml\\\, csv, SOAP, HL7
  • Assist with system, data and database migrations and related changes, testing, and validation
  • Help with eCR solutions including condition authoring, data import and utilization, process automation and troubleshooting, and data review, analysis, and reporting
  • Monitor production processing to ensure proper data flow and response times
  • Help to perform and automate daily maintenance processes
  • Debug, troubleshoot, and optimize new and existing processes.
  • Resolve processing issues.
  • Support related server, database, software upgrades, and new environment configuration
  • Ensure maximum system uptime for critical components to ensure business continuity.
  • Advise the Team on best practice and techniques. Mentor team and staff on advance topics.
  • Modification / rewrite of existing processes and creation of new processes to be compliant with agency security requirements and following industry best standards
  • This will also include compliance with client security policy/procedures and integrating systems, when possible, to streamline staff workflows, user security, data analytics, and reporting.
Module support of the project.
  • client will require that selected personnel sign the client confidentiality agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • client will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Follow agency IT Standards, policies, and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by client will remain the sole property of client and is not to be incorporated into the core product of any vendor''s application. Any modifications and interfaces developed under said contract will not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of client.
  • client has the final say on all programming choices.
Payment Schedule:
  • The State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board, etc.) for temporary employees under this contract.

Qualification:
REQUIRED SKILLS/EXPERIENCE:
  • 3+ Years of Experience with MS T- SQL (Stored Procedures, Advanced Queries, Optimization)
  • 3+ Years of Experience with ETL Process Development
  • 1+ Year of Experience with SQL Server Integration Services (SSIS)
  • 3+ Years of Experience with Report Development
  • 3+ Years of Experience with Data Warehousing & Relational Databases
  • 1+ Year of Experience HL7 v 2.3.1 - 2.5.1 and ORU Messages
  • 3+ Years of Experience with XML
  • 3+ Years of Experience with MS SQL Server 2016+
  • 1+ Year of Experience with security and data classification related to CDC, HIPAA, CJIS, PHI, PII
