Job description

Operations Integration Lead Omitron is seeking an experienced Operations Integration Lead to join our team in Colorado Springs, CO, to lead operations integration for the SPARTAN network supporting the US Space Force. This role pairs hands-on project delivery with operations leadership. The selected candidate will deliver the capabilities that a Network Operations and Security Center (NOSC) depends on: IP address management, packet monitoring, and out-of-band monitoring across current and future SPARTAN nodes. Then, the Operational Integration Lead will stand up, staff, and lead the NOSC. This position is the intended path into the NOSC Manager role once the NOSC is established; the individual who designs and delivers these capabilities will be the individual who operates them. The NOSC is a 24/7/365 operation responsible for continuous monitoring, crypto-net management, and incident response across the enterprise. The selected candidate will have significant influence over how it is designed and implemented, and over the tools and processes selected to run it. The ideal candidate brings a strong project management background, deep working knowledge of network monitoring and management toolsets, extensive experience in all ITIL processes in the operational lifecycle, and the leadership experience to build and develop a technical operations team within a secure and highly regulated environment. Responsibilities:
* Lead operational integration projects for the SPARTAN network from initiation through transition to operations, ensuring scope, schedule, budget, and quality objectives are met.
* Deliver IP address management (IPAM) capability, including tool deployment, address space design, and governance across current and future SPARTAN nodes.
* Deploy packet monitoring and network visibility capability, such as NetScout, across the SPARTAN environment.
* Deploy out-of-band (OOB) monitoring stacks for current and future SPARTAN nodes.
* Work hands-on in the deployment, configuration, and troubleshooting of monitoring and management toolsets during the delivery phase, transitioning to a directive role as NOSC staff are onboarded.
* Serve as a principal voice in the design and implementation of the Network Operations and Security Center (NOSC), including its operating model, tooling, workflows, standard operating procedures, run books, escalation paths, and the shift coverage model required to support 24/7/365 operations.
* Hire, onboard, and develop NOSC personnel; define roles, responsibilities, and performance expectations for the operations team.
* Define continuous monitoring and incident response workflows, including detection, triage, escalation, and after-action review.
* Establish processes for centralized crypto-net management, including KEYMAT handling, configuration control, and software maintenance in coordination with mission partners.
* Manage service-level agreements with transport and service providers, and track performance against enterprise availability and uptime objectives.
* Evaluate, recommend, and drive adoption of the tools and processes required to deliver successful operational integration of SPARTAN and to operate the future NOSC.
* Define transition-to-operations criteria for each delivered capability and ensure operational readiness before handoff.
* Build and maintain schedules in Microsoft Project for assigned projects, keeping tasks, dependencies, and percent complete current, and provide schedule inputs to the program Integrated Master Schedule (IMS) as required.
* Manage Contract Data Requirements List (CDRL) items for assigned projects, ensuring each deliverable meets Statement of Work (SOW) requirements and is submitted on time.
* Brief project status, risks, and due-outs at the weekly SPARTAN project update meeting.
* Coordinate with stakeholders, including government customers, defense contractors, and IT teams, to align delivered capability with mission objectives.
* Manage project risks, identify mitigation strategies, and ensure adherence to DoD and federal security and compliance requirements.
* Support proposal development and resource planning for future operational integration and NOSC scope.
Minimum Requirements:
* US Citizenship required
* Security Clearance: Ability to obtain and maintain a TS/SCI Clearance.
* Education: Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field.
* Experience: 12+ years of combined network operations and infrastructure delivery experience, including project or program leadership.
* Certifications: Active PMP certification required; * active mid-level ITIL certification (ITIL 4 Managing Professional, * ITIL Intermediate, or equivalent — ITIL Foundation alone does not meet this requirement); * DoD 8140/8570 IAT Level II (Security+ CE or equivalent), or the ability to obtain within ninety (90) days of hire date.
* Demonstrated experience delivering network infrastructure or network monitoring capabilities from design through transition to operations.
* Hands-on experience with network monitoring and management toolsets, including IP address management, packet capture and analysis, and out-of-band management.
* Experience standing up or leading a network operations center, service desk, or comparable technical operations organization.
* Experience establishing or managing 24/7/365 operations, including shift coverage models and on-call escalation.
* Experience hiring, developing, and managing technical staff.
* Experience delivering ServiceNow or comparable IT service management toolsets at network enterprise scale.
* Experience supporting defense contracting programs and working within a classified environment.
* Proficiency with Microsoft Project for schedule development and maintenance.
* Excellent communication, leadership, and problem-solving skills.
Preferred Qualifications:
* Education: Master’s degree.
* Experience: Hands-on experience with NetScout or comparable packet monitoring platforms * hands-on experience with enterprise IPAM platforms such as Infoblox, BlueCat, or EfficientIP * experience deploying out-of-band management infrastructure over dedicated fiber optic circuits, including console servers and terminal access * experience managing CDRL deliverables under a government contract * experience with COMSEC and crypto-net management, including KEYMAT handling and encryption device configuration control; experience monitoring connectivity to accredited cloud environments such as AWS or Azure IL-6 * familiarity with DoD network accreditation processes, including RMF, CNSSI 1253, JSIG, STIG compliance, and Authorization to Connect (ATC) activities.
* Certifications: CISSP or other IAM Level II certification.
Compensation and Benefits:
The salary range for this role is $180,000 to $210,000. Actual compensation will be determined based on factors including, but not limited to, relevant experience, education, technical expertise, certifications, security clearance, geographic location, internal equity, market conditions, contract requirements, and other factors.
