As a Domain expert in IT Healthcare Integrations and Interoperability solutions with an understanding of Healthcare Payer/Provider clinical data exchange you will own and lead valuable deliveries that improve the health experience of our members.
You will lead and manage IT teams through successful delivery of solutions to address business needs. Manage on-going maintenance of related systems. Manage relationships with business and technology partners. Performs all people leader tasks. Maintain and enforce ideal architecture for applications under your domain.
With communication needs varying from technical and detailed to business focused and "C" suite consumable, you will be centered in the heart of making the bi-directional data exchange between payers and providers a reality.

  • Leads an IT Solution Delivery team responsible for the successful delivery of enterprise-wide projects.

  • Align and guideyour business partners and collaborate on Deliveryroadmapto meet KPIsand Milestones.

  • Aligntechnology stack, delivery team,delivery partnerplanningand vendorpartnersto themulti-year delivery roadmap.

  • Stay up to date on the Interoperability standards, versions, ImplementationGuidesand industrymovement to keep BCBSNCin a forward position within the Interoperabilityspace.

  • Contribute and steerarchitecturesolutions and/orcollaborateswith architecture on solutions for applications under his/her domain.

  • Manage and guide the detailed design,developmentandintegrationactivities for IT solutions.

  • Provides concurrent oversight to multiple projectsgenerally accountableto a single business division.

  • Delivers complex communication of status and issues to senior leadership, VPs, and stakeholders in a clear and concise manner.

  • Accountable for managingrelationshipswithinternal and externalbusinessstakeholders,vendorsand other delivery partners.

  • Accountable for implementing technical solutions to adherewithIT guiding principles and imperatives.

  • Contribute to the evolution and delivery of the ITstrategy inclusive ofarchitectural patterns,standardsand best practices.

  • Accountable tomaintainapplicationhealth and performance through enforcement of architecture decisions that enable Blue Cross NC to better serve its members and constituents.

  • Perform analytic functions and coach team members in technical and analytical production.

  • Guides team through assessment of alternative systems approaches for workability and economic feasibility.

  • Responsible for end-to-end vendor management for IT partners.

  • Assistdepartments with strategic analysis to provide recommendations that ensure quality, cost effectiveness, goals, regulatoryrequirementsand mandates are met through IT solutions ina timelyfashion.

  • Provide direct reports with well-defined job expectations, ongoing performance feedback,accurateandtimelyperformance appraisals, coaching, mentoring, training, conflict resolution

  • Play a key role in definition of the Solution Delivery Methodology and enforce the adherence of associated procedures

What You Bring

  • Must be knowledgeable in interoperability and HL7 FHIR,FHIR work groupsand governing bodies(Da Vinci, Carin,Sequoia, NCQA, CMS, etc.).

  • Bachelor's degree or advanced degree (whererequired)

  • 3+ yearsplus ofleading IT deployment teams.

  • 8+ years of experience in relatedfield.

  • In lieu of degree, 10+ years of experience in related field.

Bonus Points

  • Payer/Provider clinical data exchange use-cases

  • background in SMART on FHIR Applications and strategies,

  • Electronic Prior Authorization (ePA), Quality Care Gaps, Risk Adjustment (HCCs) HEDIS, FHIR Implementation Guides,

  • Epic Payer Platform integration and operations,

  • or similar experiences on the Hospital Information Systems roles for the same criteria.

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.
