Description

The Digital Modernization Sector has a career opportunity for a ServiceNow Release Manager supporting the Global Solutions Management – Operations II (GSM-O II) contract at DISA. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA). It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation, and support to DISA’s mission partners. Candidate must be able to be on site at Fort Meade, MD. At a minimum, a Secret clearance is required upon the start of employment and within 14 days following the start date the employee must obtain their Security+ certification. The Release Manager is responsible for working within a fast paced, Agile team to support the management of requirements, promotion of update sets from one environment to the next, design, integration, and delivery of new functionality in support existing frameworks in the AWS Cloud. This position would support requirements, design, integration, and deployment of new automated capabilities for end users. The Release Manager will oversee the development, testing, deployment, and support involved in the design and releases of the Joint Management Tool and Teleport efforts. The release manager will incorporate goals and long-term strategic planning, as well as the individual tactical steps employed to help reach those goals.

Primary Responsibilities
  • Plan and guide cross functional teams in executing project tasks using the principles of Lean Agile development. Additionally, this position will play a pivotal role in collaborating with Product Owners, requirements team, development teams, and other stakeholders to mitigate dependencies, incorporate strategies to address technical debt, and implement configuration and code.

  • Collaborate with process owner(s), technical leads, and a variety of process stakeholders.

  • Release manager is responsible for all minor and significant releases.

  • Have excellent analysis, communication and problem-solving skills, taking ownership of complex incidents ensuring these are resolved to the satisfaction of the customer.

  • Lead and own the established release management process, including the assessment, analysis, planning and design of release packages, update sets and assessment of risk.

  • Drive cross-team, functional impediments, planning, collaboration, and coordination.

  • Help the release team elevate and remove impediments.

  • Lead teams: provide coaching on the release process to help resolve process issues.

  • Build product roadmap in Jira.

  • Develop metrics and reports for tracking sprint, project, and overall program execution.

  • Proven track record in implementing Agile methodologies to improve software delivery.

  • Excellent stakeholder management and ability to manage their demands.

  • Work closely with End Users, Software, Data, and DevOps Engineers, and Data Scientists.

  • Assist in defining processes for technical platforms, system specifications, input/output and working parameters for hardware and/or software compatibility.

  • Identify the ‘As‑Is’ process and work with the Product Owner, SMEs, and developers to create the ‘To‑Be’ process.

  • Track, monitor and update user stories directly in the Atlassian Jira tool.

  • Develop business process maps using a standard methodology and toolset.

  • Collaborate with colleagues to monitor and report technical variances; facilitate resolution of technical issues that adversely impact successful product delivery.

  • Quickly adapt to a customer dynamic environment and adopt their processes and foster innovative ideas.

  • Ask questions & raise concerns as soon as possible without being prompted.

  • Employ exceptional problem‑solving skills.

Basic Qualifications
  • Requires U.S. Citizenship.

  • Must hold an active DoD Secret clearance.

  • Must be able to commute to Ft. Meade, MD for full‑time on‑site support.

  • Hold an active security certification that meets DOD 8570 IAT level II or higher, such as Security+ upon start.

  • Bachelor’s Degree with 8–12 years of relevant experience or master’s with 6–10 years of prior relevant experience. Additional years of work experience in lieu of a degree is acceptable.

  • Experience in Process Mapping.

  • Experience in architecture, design, develop, and delivery of data‑driven operations capabilities, within a DoD environment.

  • Experience identifying and tracking related project task dependencies, risks & possible mitigations.

  • Experience estimating level of effort (hrs./days/resources) to feed a projected project schedule.

  • Experience working with a highly technical team and in a dynamic, fast‑paced environment.

  • Experience with JIRA, Xray, Confluence and Git repo.

  • Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, systems engineers, and architects.

  • Candidate able to work with strict deadlines.

  • Ability to work well/collaborate with people from many different disciplines with varying degrees of technical experience.

  • Knowledge of CI/CD pipelines and practices to assist in automating releases.

  • High attention to detail and accuracy.

  • Ability to manage multiple releases simultaneously.

  • Excellent organizational and project management skills.

  • Strong written and verbal communication skills.

Preferred Qualifications
  • ServiceNow Certified Application Developer.

  • Exposure to ServiceNow applications like Telecommunication Management System (TSM), Telecommunications Network Inventory (TNI), Order Management Telecommunications (OMT) modules, etc.

  • Possesses 3–5 years’ experience with ServiceNow administration, configuration management and maintenance of the ServiceNow platform.

  • Experience with JIRA, Git and Confluence.

  • Understanding of ITIL foundation or ITIL certified.

  • AWS cloud and ServiceNow certifications.

  • ServiceNow Platform modules: Discovery, Event Management, Scripting, Service Mapping, Business Rules, Script Includes, Custom applications, Orchestration, Workflows, Service Catalog.

  • Demonstrated ability to perform code analysis and troubleshoot difficult technical issues; identify system deficiencies and recommend solutions.

  • Strong knowledge of server & network infrastructure and the related configuration items used by ServiceNow platform.

  • Experience or familiarity with Agile development and testing methodology.

  • Experience with DISA and DoD Networks.

  • Experience with cloud‑based AWS services.

  • Experience with cloud‑based – specifically AWS – enterprise implementations.

  • Experience with big data applications.

  • Experience with DevOps/DevSecOps, Configuration as Code, Infrastructure as Code, and CI/CD implementation.

  • Experience with Elastic / Kibana.

  • Understanding of network routing devices and network device configurations.
