Job Description:
Network Designs, Inc. (NDi) is seeking a Senior Software Licensing Specialist to support enterprise software licensing, software request fulfillment, entitlement management, and software asset management activities within a Federal IT environment.
The Senior Software Licensing Specialist handles complex software licensing requests, provides guidance to other licensing specialists, and works with Government management on strategic software objectives. The position supports software procurement and license evaluation activities, maintains accurate and traceable entitlement information, and helps ensure software requests are processed in accordance with established governance, compliance, and service-management processes.

  • This position is remote, candidate must reside in one of the following states: AL, AZ, DC, FL, GA, ID, MD, MS, NJ, NC, OK, OH, PA, SC, TN, TX, UT, VA, WV

Qualifications and Experience:
  • Bachelor's degree in a related discipline such as Business, Information Systems, Information Technology or a related field
  • Minimum of ten (10) years of relevant experience in software licensing support, IT service operations, and/or IT asset support.
  • Advanced experience executing structured intake, data entry, ticket workflows, and customer communications within an IT service environment.
  • Advanced knowledge of software request fulfillment, vendor quoting, and procurement intake documentation.
  • Experience with enterprise software governance and standards-conformance workflows.
  • Experience performing software compliance posture analysis or reconciliation of software entitlements against inventory and usage datasets.
  • Demonstrated experience performing quality assurance reviews of entitlement documentation and workflow package
  • Advanced proficiency with software asset management workflow execution and ticket management.
  • Strong analytical skills with the ability to assess request complexity and accurately apply routing and governance criteria.
  • Ability to interpret software procurement records, vendor invoices, licensing terms, product documentation, and EULAs.
  • Ability to lead and mentor team members, enforce quality standards, and manage escalations.
  • Strong documentation discipline and ability to develop and maintain audit-ready licensing records and supporting artifacts.
  • Strong written and verbal communication skills.
  • Strong customer-service orientation.
  • Ability to work effectively across customers, procurement organizations, technical support teams, and software governance stakeholders

Preferred Qualifications:
  • Experience supporting enterprise software asset management within a large Federal or similarly complex enterprise environment.
  • Familiarity with FAA-relevant software asset management tools and processes, including:
    • ServiceNow ITSM/SAM
    • Belarc
    • iView/ITAR
    • SLIF documentation practices
  • Experience supporting software compliance analysis, licensing audits, or enterprise software governance activities.

Key Responsibilities
Software Licensing and Entitlement Management:
  • Evaluate software license disposition and availability for customer software requirements.
  • Research and analyze procurement records, vendor invoices, software product specifications, licensing terms, and End User License Agreements (EULAs).
  • Determine whether existing license entitlements are available to satisfy software requests.
  • Maintain accurate software license and entitlement information within Government-designated software asset management repositories.
  • Perform reconciliation and compliance analysis comparing software entitlements against inventory and usage information.
  • Identify licensing discrepancies, exceptions, and potential compliance issues and coordinate appropriate resolution.
  • Ensure licensing documentation and entitlement records are complete, accurate, traceable, and audit-ready.

Complex Software Request Support:
  • Manage and resolve complex or escalated software licensing requests
  • Support structured software-request intake, review, routing, and fulfillment workflows.
  • Review software requests for completeness and coordinate with customers to obtain missing technical, licensing, procurement, or funding information.
  • Support software request fulfillment, quoting, procurement intake, and associated documentation.
  • Coordinate licensing evaluation activities to help ensure software acquisitions and installations comply with applicable licensing requirements.
  • Maintain appropriate status, documentation, and supporting evidence throughout the request lifecycle

Quality Assurance and Compliance:
  • Perform quality assurance reviews of software entitlement documentation and workflow packages
  • Validate the completeness and accuracy of licensing records before final repository entry or downstream use
  • Support analysis of software license compliance posture and reconciliation of entitlement data against inventory and usage datasets.
  • Identify and document licensing exceptions, data inconsistencies, and potential compliance risks.
  • Support the maintenance of audit-ready documentation for software licensing and asset management activities.
  • Promote consistent application of licensing procedures, workflow controls, and documentation standard

Team Leadership and Stakeholder Coordination:
  • Provide technical and procedural guidance to Software Licensing Specialists.
  • Serve as an escalation point for complex licensing requests, workflow issues, and customer inquiries.
  • Assist team members in interpreting software licensing information, procurement documentation, and established governance processes.
  • Work with Government management on strategic objectives related to enterprise software management.
  • Coordinate across customers, Tier II support, procurement personnel, software asset management staff, standards/governance participants, and other technical stakeholders.
  • Support continuous improvement of software licensing workflows, documentation practices, and quality controls.
