Job description

Position Overview
The Engineering Director brings technical leadership to H2GO staff, assisting with utility studies, design plan review, capital improvements, asset management, environmental compliance, and oversight of water supply/distribution/treatment/storage, wastewater collection/conveyance/treatment and reclaimed water projects. Supervision is exercised over all department personnel. Work is performed under the limited supervision of the Assistant Director -Operations.
Essential Job Functions
  • Develop long-range infrastructure strategies, asset management, plans, capital improvement plans, and engineering standards.
  • Provide technical guidance on complex engineering issues, including process optimization, system capacity, and regulatory compliance.
  • Contribute to all phases of engineering projects, including feasibility studies, design, permitting, bidding, and construction.
  • Provide technical support for operational troubleshooting, emergency response, and system reliability improvements.
  • Review feasibility studies and write technical memorandums.
  • Perform and review detailed calculations.
  • Supervise engineering staff.
  • Prepare and manage the engineering department budget.
  • Assist overseeing permitting of water and wastewater projects through NCDEQ and prepare permit modifications as necessary.
  • Prepare RFQs and solicit outside engineering consultants as necessary.
  • Develop/design minor project plans and specifications for water/wastewater projects.
  • Assist in the development of standard specifications and details.
  • Interact with vendors in selection of equipment (pumps, pipe materials, valves, treatment equipment, storage tanks, SCADA systems, and metering equipment).
  • Select appropriate materials and equipment for utility project applications, accounting for desired performance, costs, and operation and maintenance considerations.
  • Manage consultant contracts and engineering service agreements.
  • Manage engineering work and interface with other in-house departments as needed.
  • Communicate technical information clearly to stakeholders, community members, and partner agencies.
  • Stay abreast of new engineering trends, techniques, strategies, philosophies, regulations, and methods and advise leadership on operational and capital impacts.
  • Present engineering reports, project updates, and recommendations to the H2GO Board of Commissioners.
  • Participate in professional organization(s). Maintain professional licensure in NC.
  • Ensure compliance with all organization policies and procedures.
  • This position is responsible for creating a culture of belonging and inclusion.
  • Work in partnership with all H2GO departments to achieve organizational goals.
  • Performs other related duties as assigned to meet the ongoing needs of the organization.

Requirements
Education, Experience, and Other Requirements
  • Bachelor's degree in civil engineering, environmental engineering, mechanical engineering or related engineering fields.
  • 5+ years of progressive engineering experience in water/wastewater utilities, public work, or similar infrastructure sectors required.
  • Knowledge/experience of AutoCAD, Civil 3D, Water/Sewer GEMS, InfoWater, ArcGIS and water/sewer modeling software strongly preferred.
  • Supervisory or management experience required.
  • Professional Engineer (PE) license or the ability to obtain within 12 months.
  • Ideal candidates will have specific experience managing design for construction of municipal water distribution, storage, and treatment systems; sanitary collection and conveyance systems; pump stations and treatment systems; and related site work.
  • The ideal candidate will be a collaborative team player, self-motivated with a strong desire to lead a new department within H2GO and grow a career in the municipal water/wastewater engineering field.
  • Effective verbal and written communication skills and the ability to collaborate with Team members across the organization.
  • Possession of or ability to obtain a valid State of North Carolina driver's license.

Physical and Cognitive Demands Requirements
This work requires the frequent exertion of up to 15 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, hearing, standing, walking and reaching; work has standard vision requirements; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic). Work requires the ability to maintain a high level of cognitive function and concentration to perform detailed analysis and execute critical thinking.
