1. Possess advanced FoxPro experience, knowledge of converting FoxPro applications to web based applications and creating new functionality for SunFocus, as required by the Agency.
2. Work under the direction of the Agency's designated project manager or the Lead Applications Development Supervisor. Participate in and lead activities as directed by the Agency.
3. Comply with Division of IT processes and standards. Work products and documentation will be in the Agency ISDM template format and will comply with the Florida Department of Management Services' Florida Digital Service, Chapter 60GG-1, Florida Administrative Code.
4. Design, develop, test, implement, maintain, support, and enhance software applications in conformance with the AHCA methodologies, standards, and practices.
5. Participate in component and data architecture design, and performance monitoring.
6. Review and confirm understanding of the interface layouts for the Agency's business needs, and complete interface design, build, and unit test activities.
7. Provide software development programming estimates as directed.
8. Develop and execute software test plans as directed.
9. Work on pipeline and release processes using Azure DevOps.
10. Coordinate with the Agency's designated Lead Applications Development Supervisor to promote production deployments using the Agency's change control process.
11. Create and manage SQL queries and analyze data to respond to ad hoc requests, troubleshoot, test, or investigate anomalies.
12. Develop process flows and system documentation conforming to AHCA standards as directed by the Agency.
13. Establish connectivity to PALM, which is replacing FLAIR as the state accounting system. Complete task assignments, planning, design, implementation, testing, and system documentation activities as requested by the Agency.
14. Establish connectivity to FX, which is replacing FMMIS as the Medicaid tracking system. Complete task assignments, planning, design, implementation, testing, and system documentation activities as requested by the Agency.
15. Establish connectivity to other internal or external systems, as requested by the Agency.
16. Adapt to changes in daily work plans based on customer support needs.
17. Adhere to all security policies and procedures in the use of the Agency network and resources.
18. Abide by AHCA security policies when accessing the AHCA's buildings and systems.
19. Responsible for responding quickly (within two (2) hours of notification) to Financial Services Ecosystem production issues as they arise.
A minimum of 7 years of software development experience.
โ€ข Preferred experience working with State of Florida financial systems and governmental accounting, including DFS' Florida Accounting Information Resource (FLAIR) and Florida Planning Accounting and Ledger Management (PALM) systems.
โ€ข Knowledge in developing solutions requiring analysis and research.
โ€ข Skilled in working on one or more projects as a project team member.
โ€ข Ability to work on large, complex projects that require increased skill in multiple technical environments.
โ€ข Experience developing large and complex systems through the entire software development lifecycle (SDLC).
โ€ข Experience working with project stakeholders identifying and refining solution requirements.
โ€ข Experience driving critical decisions about the following key solution aspects: organization of the solution, high-level structure, main components, interfaces, performance, resilience, reuse, comprehensibility, scalability, and security.
โ€ข Experience leading and mentoring technical teams.
โ€ข Experience and knowledge of Network and System development and deployment.
โ€ข Experience working with OData and OData REST APIs.
โ€ข Experience creating and monitoring continuous integration and deployment (CI/CD) pipelines.
โ€ข Experience performing code reviews to ensure compliance with identified standards of practice.
โ€ข Experience working in Agile/Scrum methodologies.
