IT Project Manager—Development (Team 1)
Work Location: On-site at USCG Aviation Logistics Center, Elizabeth City, North Carolina
Clearance: Active Secret
Certifications: PMP, Certified, Associate in Project Management, PMI Agile Certified Practitioner, Certified ScrumMaster, SAFe, or comparable certification.
Position Summary
Nationwide IT Services, NIS, is seeking an IT Project Manager for a potential opportunity to lead and coordinate software development, application modernization, data integration, cloud engineering, business intelligence, and DevSecOps projects supporting the USCG Aviation Logistics Center Information Systems Division.
The Project Manager serves as the primary interface among Government stakeholders, software developers, systems engineers, architects, analysts, cybersecurity personnel, and other contractor teams. The position is responsible for managing project scope, schedules, resources, risks, technical documentation, change requests, testing, deployment, and performance reporting throughout the Systems Engineering Life Cycle.
Essential Duties and Responsibilities
  • Plan, initiate, execute, monitor, control, and close application development and modernization projects.
  • Lead Agile and DevSecOps project activities involving software development, web and mobile applications, cloud services, databases, data integration, reporting, dashboards, and enterprise applications.
  • Develop and maintain project schedules, milestones, resource plans, risk registers, action-item logs, and project status reports.
  • Coordinate software-development priorities, sprint planning, backlog management, release planning, demonstrations, testing, and production deployment.
  • Manage customer change requests from initial requirements analysis through level-of-effort estimation, development, testing, approval, release, and closure.
  • Ensure project activities comply with USCG Systems Engineering Life Cycle requirements, technical standards, cybersecurity requirements, Section 508 requirements, and applicable development procedures.
  • Coordinate unit, integration, regression, user-acceptance, security, and production-readiness testing.
  • Monitor completion of software enhancements and discrepancies and support achievement of the required development-production metrics.
  • Ensure project teams maintain accurate status, labor, schedule, and technical information in Government-approved ticketing and project-management systems.
  • Coordinate dependencies and the Operations, Configuration Management, Information Assurance, and Platform/Operational Technology teams.
  • Review and approve project documentation, including technical specifications, test plans, installation guides, standard operating procedures, data dictionaries, interface documentation, architecture artifacts, and release documentation.
  • Track project cost, schedule, scope, quality, risks, issues, and technical performance.
  • Facilitate project meetings, technical reviews, release-readiness reviews, and Government status briefings.
  • Identify emerging technologies and recommend improvements to application development, automation, cloud deployment, software quality, and delivery processes.
  • Provide written and oral project reports to Government and contractor management.
Required Qualifications
  • Bachelor’s or associate degree in Computer Science, Information Technology, Engineering, Mathematics, Business Management, or a related field.
  • PMP, Certified, Associate in Project Management, PMI Agile Certified Practitioner, Certified ScrumMaster, SAFe, or comparable certification.
  • At least five years of experience providing technical direction, change management, process improvement, and IT project management.
  • At least one additional year of supervisory or team-lead experience.
  • Relevant experience may substitute for education.
  • Familiarity with all phases of the system-development life cycle, including requirements identification, design, development, testing, implementation, sustainment, and maintenance.
  • Ability to obtain and maintain a favorable Tier 1 background investigation for unclassified systems.
  • Strong written, oral, organizational, analytical, and stakeholder-management skills.
Preferred Qualifications
  • Experience managing Federal Government software-development or systems-integration projects.
  • Experience with Agile, Scrum, DevSecOps, Jira, Confluence, Bitbucket, or equivalent tools.
  • Familiarity with cloud environments such as Microsoft Azure or Amazon Web Services.
  • Experience with Section 508, Security Technical Implementation Guides, application security, and Federal systems documentation.
  • Technical familiarity with software, databases, web, mobile, data-integration, and business-intelligence environments.
