Senior Civil Engineering Project Manager (PE), Land Development, Public Works, Municipal INfrastructure & Local Infrastructure, McAllen, TX
Halff has an opening for a Senior Civil Engineer, with their Texas PE License, to be a Senior Project Manager on our growing Land Development & Public Works team based out of our McAllen, TX office. The ideal candidate would bring at least 10 years of experience in utility and public works design, local infrastructure, public works, municipal roadway, trails, drainage, and land development projects. This position requires strong design and project management experience and knowledge of working with public entities. This role will have a large amount of autonomy in managing engineers-in-training and CAD designers. What you will do:
  • Responsible for managing and overseeing the design and construction of Land Development and Public Works/Local Infrastructure projects, including light industrial, office/warehouse developments, commercial and residential subdivisions, municipal roadway, trails and drainage.
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support in preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Conduct and manage design and plan production.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.

What you will need:
  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree
  • Professional Engineer (PE) License in Texas
  • At least 10 years of experience in utility and public works design, local infrastructure, public works, municipal roadway, trails, drainage, and land development projects
  • Must have technical experience with land development software such as Civil 3D.
  • Excellent technical writing and communication skills
  • Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
  • Ability to work in a team environment with multiple offices and various disciplines
  • Established client relationships in the Rio Grande Valley a plus.
  • Experience with 2D modeling software packages are beneficial but not required.
  • Positive attitude, self-directed required
