Job Title: Senior Scientist, Systems Engineering (Chief Systems Engineer)

Job Description:

As a Chief Systems Engineer (CSE) and Chief Systems Architect (CSA), the candidate will lead technical concept development and architecture designs for Tactical Communication products and will interact with both internal and external customers.  The candidate will be required to provide technical support to Business Development teams and Product Development teams. Strong communication and interpersonal skills, coupled with the ability work within a large engineering team are required. The successful candidate must be able to describe complex system solutions to audiences of varying technical backgrounds and establish support/enthusiasm for a proposed solution. The CSE/CSA will be responsible for all technical, cost and schedule performance, including technical oversight of engineering design and development, integration, test and maintenance of the system.

Essential Functions:

  • Technical leadership of a cross-functional engineering team throughout the full program lifecycle including design, development, manufacturing, formal hardware/software qualification, integration and test, and issue resolution
  • Technical, cost, and schedule accountability for technical program execution.
  • Ability to direct and oversee seamless integration of mechanical, electrical, and software subsystems and systems; including internal and external stakeholders
  • Provide guidance and support to achieve project goals including leading major design and milestone reviews (CoR, SRR, PDR, etc), technical meetings, and project planning sessions
  • Provide leadership and guidance on contracts of all phases of the portfolio from capture to sustaining including reviewing and approving estimate to complete (ETCs) of the engineering content of the program.
  • CAM activities, including budgeting, scheduling, and resource allocation for the system aspects of the program.
  • Represent engineering both within the organization and with major customers through clear communication; ability to influence changes to practices, processes and approaches.
  • Responsible for establishing the direction for new processes, systems, solutions, and products using significant conceptualization, reason, and interpretation.
  • Lead and conduct trade studies to compare different hardware/software design options and select the most appropriate solutions. Perform analyses of subcomponents to identify potential issues and ensure optimal performance.
  • Develop and maintain documentation related to system design, analysis, and testing.
  • Ensure compliance with industry standards, regulations, and best practices.
  • Support new business pursuits and proposal cost reviews to ensure proper technology readiness, Design to Cost, and resource alignment.
  • Work closely with Business Development teams, Engineering Project teams and Engineering Discipline Team leads to ensure consistent strategy, direction, and alignment with the Segment Strategic Growth Plan (SGP).
  • Lead technology initiatives beyond their own core technical specialty, relying on team members from other specific disciplines as required.
  • Work collaboratively across the engineering organization to focus on the Requirements Management, Technical Baseline Creation, Review and Approval, Technical Roadmap Creation and aspects of System Engineering process compliance including, but not limited to, process artifact review and approval, leading solution design reviews, and Risk Management/Analysis.
  • Maintain a climate of fostering a high level of team motivation, performance, and commitment.
  • Ability to work on ITAR and CUI projects

Qualifications:

  • Bachelor's Degree in Engineering with a minimum of 15 years of prior relevant experience. Graduate Degree in Engineering and a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
  • 10 years of communications & systems engineering experience with SATCOM, LOS, and/or HF waveforms is essential for this role.
  • 10 years of product & system architecture experience with SATCOM, LOS, and/or HF radios and systems.
  • 10 years of experience developing, managing, and verifying requirements for components or systems
  • 5 years of experience leading a large multidisciplinary engineering team as a CSE/CSA is required.

Preferred Additional Skills:

  • Technical expertise in Electrical, Mechanical, and Software engineering disciplines
  • Experience with space, airborne, and ground systems architecture and implementation
  • Experience with requirements management, preferably with DOORS
  • Experience with Model-based design, preferably with SysML using Cameo Systems Modeler.
  • Experience with data analysis and/or modeling and simulation (e.g. with MATLAB/python)
  • Experience with project management aspects of cost plus and fixed-price programs with government customers (cost accounting standards, cost account management/earned value management system, estimating costs, managing schedules)
  • Experience with estimating and managing costs for large product and system developments
  • Experience describing complex system solutions to audiences of varying technical backgrounds and establishing support/enthusiasm for a proposed solution.
  • Demonstrated leadership, communication, and interpersonal skills
  • Office-based with occasional travel (<20%) to project sites or meetings as required.
  • Active Secret clearance preferred.

In compliance with pay transparency requirements, the salary range for this role in New York state is $160,000- $297,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
