Job Description:
Job Summary: The Emergency Management Specialist supports the development, implementation, and maintenance of the health system's Emergency Management Program. This role assists in preparedness planning, regulatory compliance, training, exercises, and operational readiness activities designed to strengthen the organization's ability to respond to and recover from emergencies and disasters This Specialist collaborates with hospital departments, leadership, and external partners to ensure preparedness initiatives support patient safety, staff readiness, and operational continuity.
Essential Job Functions & Accountabilities:
  1. Develops, coordinates, and facilitates emergency management training and exercise programs. Maintains and updates the Multi-Year Training and Exercise Plan (MYTEP).
  2. Coordinates evacuation planning and supports facility evacuation preparedness.
  3. Oversees and maintains emergency communication systems, including radios and communication protocols.
  4. Provides Administrative On-Call (AOC) and Incident Command System (ICS) training to staff and leadership.
  5. Coordinates preparedness and training activities with HESIRT and other response teams.
  6. Maintains documentation of critical infrastructure, resources, and operational capabilities needed during emergency response.
  7. Assists with drills, exercises, and incident activations.
  8. Develops and maintains the organization's Emergency Operations Plan (EOP) and supporting annexes.
  9. Leads business continuity planning efforts across hospital departments.
  10. Conducts and maintains the organization's Hazard Vulnerability Analysis (HVA).
  11. Develops Incident Action Plans (IAPs) during exercises and real-world events.
  12. Produces After-Action Reports (AARs) and coordinates improvement planning.
  13. Develops and maintains Family Reunification Center (FRC) and Family Assistance Center (FAC) plans.
  14. Maintains the organization's Mass Casualty Incident (MCI) Plan.
  15. Coordinates emergency preparedness planning for special events and large gatherings that may impact hospital operations.
  16. Job description is not an all-inclusive list of duties and may be subject to change with or without notice. Staff are expected to perform other duties as assigned.

Qualifications:
Required Qualifications:
  • Bachelor's degree in Emergency Management, Public Health, Homeland Security, Healthcare Administration, or related field of study from an accredited college or University.
  • 2 plus years of experience in emergency management, disaster preparedness, healthcare operations, or public safety.
  • 2 plus years of experience working in a healthcare or government environment.
Preferred Qualifications:
  • Experience supporting emergency preparedness programs in healthcare preferred.
  • FEMA ICS 100, 200, 300, 400, 700 and 800.
  • CHEP Certification.
