Senior Project Manager / Project Manager - Call Order 1 (Key Personnel)

The Call Order 1 Senior Project Manager (may be the same individual as the BPA Senior Project Manager or a dedicated order-level lead) is responsible for all Contractor work performed under this specific Call Order supporting CG-PSA-2's MSRAM database, 2026/2027 data-analysis cycle, training curricula, risk-mapping tools, and RBMSRO/Enterprise integration efforts. This individual is the named Key Personnel resource whose qualifications are scored under RFQ Evaluation Factor 2.

Minimum Qualifications

  • Bachelor's degree from an accredited institution.
  • Experience managing contracts/task orders of similar scope and scale (commensurate with BPA PWS 3.3 standard, as the Call Order PWS incorporates the BPA qualification standard by reference).
  • U.S. citizen or legal U.S. resident.
  • Experience in (or ability to directly oversee staff performing) probabilistic risk assessment, game theory/utility theory, multi-criteria decision analysis, software development (including Python), meeting facilitation, and economic analysis (PWS 3.1).
  • Experience supporting information technology, GIS development, risk management, and military/law-enforcement policy environments.
  • Able to read, write, speak, and understand English fluently.
  • Eligible for SECRET clearance and SIPRNet access; able to obtain CAC via MP ICAM.

Preferred Qualifications

  • Prior direct experience managing MSRAM, RBMSRO, or comparable DHS/DoD maritime-security risk-modeling programs.
  • Experience managing helpdesk/user-support operations at the volume specified (15 inquiries/week, 1-business-day SLA).
  • Experience coordinating classified (SIPRNet) and unclassified support environments concurrently.
  • Master's degree with reduced years of experience per the BPA PWS equivalency table.

Key Responsibilities

  • Serve as single point of contact for the KO and COR(s) for all Call Order 1 work (PWS 3.3.1).
  • Direct the Risk Management Cycle Support effort: Helpdesk, PSG-FIRST support, MSRAM training/outreach, training-curriculum development, SharePoint Resource Center maintenance, and Risk Data Rollup/boxcar conversions (PWS 2.1-2.1.6).
  • Direct Analysis Support: statistical analysis/review of national MSRAM data, decision-support analyses/briefs, issue-specific reports, and risk-communication briefings (PWS 2.2-2.2.4).
  • Oversee MSRAM Threat Module updates and coordination with the Intelligence Coordination Center (PWS 2.3).
  • Oversee delivery of up to 8 Special Technical Assessments, coordinating cross-disciplinary SMEs (e.g., economists, chemical/structural engineers) (PWS 2.4).
  • Support RBMSRO development jointly with CG-MSR (PWS 2.5) and the Alternative Database Solution transition from MS Access (PWS 2.6).
  • Maintain and submit the monthly status report (work performed, direct costs by line item, technical progress, schedule status, travel, concerns/recommendations) NLT the 10th of each month; address COR comments within 3 business days (PWS 4.8).
  • Ensure timely submission of Employee Security Briefing/Certification Training Plan, signed NDAs, OPSEC Plan, and IT Security Awareness Training certificates per PWS 4.1.2-4.1.4.
  • Track performance against the order's Performance Requirements Summary (PRS) items 1-12 (helpdesk SLAs, training completion, job-aid accuracy, SharePoint uptime, report timeliness, etc.).

Availability, Communication & Response Standards

  • Available to the COR by telephone 0800-1600 ET, Monday through Friday.
  • Must respond to any request for discussion or resolution of technical problems within 2 hours of notification.
  • If proposed as Key Personnel and unavailable after quote submission but before award, the Contractor must notify the Government as soon as practicable (no unsolicited substitute candidates per RFQ D.2.1).

Deliverables Owned / Co-Owned

  • Employee Security Briefing & Certification Training Plan - NLT 45 days after order award.
  • Signed NDAs - NLT 2 business days after performance start.
  • Post-Award Conference (order-level) - NLT 5 business days after performance start.
  • Draft/Final order-level Project Plan.
  • Monthly Progress/Status Reports - NLT the 10th of each month.
  • MSRAM Training materials, Job Aids, Issue-Specific Reports, Risk Communication briefs, Threat Module updates, and Special Technical Assessments per the timelines in PWS 8.0.
