Job description

Position: Project Manager

Location: Richardson, Texas OR Harrisburg, Pennsylvania

Reporting to: Director, Project Management (COO until appointed)

Role:

The Project Manager is responsible for management of assigned customer mobile telecommunications solution deployments post-signing of an agreement as well as selected internal projects.

The Project Manager is accountable for planning, execution, coordination, risk management, delivery governance, and operational handover. This role is also expected to contribute to the continuous improvement of project management processes, templates, and delivery practices to support scalable deployment operations.

Tasks/Responsibilities:

  • Projects
    • Plan, Manage and lead complex, long-duration (weeks or months) internal and external (i.e. customer) projects ensuring on-time and on-budget delivery.
    • Participate in formal project handover following contract execution, receiving signed Statements of Work (SoW), approved network architecture and delivery assumptions from Sales and Pre-Sales (Solution Architects).
    • Ensure HLDs (High Level Design) and LLDs (Low Level Design) are generated by the engineering staff after Pre-Sales (Solution Architect) has finalized on the architecture of the customer project solution but prior to creating the solution for the customer project. These HLDs and LLDs need to be peer reviewed by Pre-Sales (Solution Architect) before any solution design can be frozen.
    • Review project scope, dependencies, risks, and resource requirements to confirm delivery readiness and formally escalate any discrepancies prior to project initiation.
    • Lead formal project initiation activities, including definition of objectives, milestones, dependencies, and resource requirements in alignment with contractual commitments and company strategy.
    • Produce and maintain core project artefacts, including Project Initiation Documentation (PID), delivery schedules, risk registers, and issue logs.
    • Track and manage project progress, budget consumption, and resource utilization using agreed project management methodologies and tools.
    • Facilitate regular project meetings, maintain accurate project documentation, and provide clear status reporting and dashboards to internal stakeholders and customers.
    • Ensure effective internal and customer communications throughout the project lifecycle, proactively identifying risks or deviations and escalating issues in a timely and structured manner.
    • Ensure all deliverables are fully documented and formally transitioned to the Network Operations Centre (NOC) or operational owners, including acceptance criteria, playbooks, and support readiness.
    • Lead post-implementation reviews to capture lessons learned and identify opportunities to improve future deployment efficiency and quality.
  • Departmental and Personal Skills Development
    • Work with the Director, Project Management to continuously improve deployment processes, governance, and delivery tooling with a focus on speed, quality, and scalability.
    • Maintain and develop technical awareness of Limitless Mobile?s platforms, services, and deployment models to effectively manage increasingly complex delivery projects.

Measurement:

  • Performance will be assessed based on:
    • On-time and on-budget delivery of projects.
    • Accuracy and clarity of project reporting.
    • Ability to manage multiple concurrent deployments.
    • Effectiveness of risk and issue management.
    • Quality of operational handover and post-deployment outcomes.

Desired Expertise & Experience:

  • A minimum of 3-5 years in a mobile telecoms project management role.
  • Recognized project management qualification or training, such as Prince2 or PMP.
  • Experience using project management tools such as Microsoft Project, Jira, Smartsheet, or equivalent.
  • Working understanding of 4G / LTE and 5G (NSA and SA) core network architectures, IP networking, signalling protocols, OSS / BSS platforms, and next-generation voice technologies including SIP, VoLTE, and VoNR.
  • Successful experience of building trusting relationships with colleagues, clients and vendors to deploy solutions consisting of hardware and software components.
  • Strong verbal and written communication skills.
  • Proven capability for successfully driving a distributed team in a fast-paced start-up environment.
