Description PURPOSE OF CLASSIFICATION This classification is responsible for performing advanced skilled work involving the planning, design, purchasing, fabrication, installation, maintenance, and repair of roadway signs, pavement markings, traffic-control devices, and related Public Works infrastructure. This position is responsible for coordinating sign and pavement-marking projects from initial assessment and design through material procurement, scheduling, installation, and completion. The employee is responsible for operating, maintaining, and calibrating specialized pavement-marking equipment, coordinating utility/dig locate requests, preparing project estimates and quotations, and providing flagger and traffic-control training as assigned.

The Sign Technician II may work independently or lead a crew in the performance of assigned projects. The employee is expected to exercise considerable judgment and initiative while ensuring that work is performed safely, efficiently, accurately, and in accordance with Whitfield County policies. The employee may also be assigned to assist other Public Works divisions and perform other duties as necessary to support departmental operations.

Sign Design, Fabrication, and Installation Design, lay out, fabricate, install, replace, repair, and maintain regulatory, warning, guide, informational, street-name, and other roadway signs. Evaluate requests for new or replacement signs and determine appropriate sign type, size, material, placement, mounting requirements, and installation method. Develop sign layouts and designs using applicable standards, specifications, manuals, and County requirements.

Coordinate sign fabrication and installation activities to ensure projects are completed accurately and efficiently. Inspect existing signs and traffic-control devices for damage, deterioration, visibility, vandalism, improper placement, or other deficiencies. Maintain accurate records of signs installed, removed, repaired, or replaced.

Pavement Marking and Road Striping Assists with the planning and coordinating of roadway striping and pavement-marking operations on County-maintained roads, parking areas, intersections, and other designated locations. Operate specialized striping trucks and related equipment. Apply centerlines, edge lines, lane lines, turn arrows, stop bars, crosswalks, and other pavement markings.

Measure, lay out, and verify pavement markings to ensure proper alignment, spacing, dimensions, and placement. Monitor pavement-marking materials and determine material requirements for assigned projects. Assists with the coordination of striping operations with roadway maintenance, paving, construction, and other Public Works activities.

Striping Truck Operation, Calibration, and Maintenance Operate the Whitfield County's striping truck and associated pavement-marking equipment. Performs routine inspections, adjustments, cleaning, and preventive maintenance of the striping truck and related equipment. Calibrate paint pumps, spray systems, bead systems, guns, tips, pressure systems, and other striping equipment.

Performs calibration checks before and during striping operations and makes adjustments as necessary. Coordinates repairs on striping truck and related equipment. Ensures striping equipment is properly cleaned, secured, and prepared for operations.

Purchasing and Inventory Management Identify and determine material, equipment, and supply needs associated with sign, striping, and traffic-control operations. Research available products, materials, equipment, and vendors. Prepare quote summary documentation accordance to Whitfield County policies.

Assist with the purchase of signs, sign blanks, posts, hardware, paint, thermoplastic materials, glass beads, traffic-control devices, tools, and other related supplies. Monitor inventory levels and initiate purchase requests. Ensure purchased materials meet specifications and Whitfield County requirements.

Job Estimating and Quoting Review requests for sign, striping, pavement-marking, and related traffic-control work. Collect material and labor quotes for assigned projects. Calculate quantities of paint, thermoplastic, signs, posts, hardware, beads, and other materials required for projects.

Provide estimated project costs and timelines to supervisors and management. Assist with developing scopes of work, specifications, and cost estimates for projects that may be performed by outside contractors. Dig Locate Coordination Manage and coordinate dig locate requests associated with sign installation, sign posts, traffic-control devices, and other ground-disturbing activities.

Submit locate requests through the 811 system. Track locate requests, response times, expiration dates, and completion status. Verify that required utility locates have been completed before work begins.

Communicate with utility companies, locating services, contractors, Whitfield County supervisors and management regarding locate requests and conflicts. Maintain appropriate documentation of locate requests and related project information. Ensure employees and crews do not begin ground-disturbing activities until required utility locate procedures have been satisfied.

Flagger and Traffic-Control Training Conduct Whitfield County flagger training and refresher training as assigned. Provide instruction regarding proper flagging procedures, traffic-control devices, work-zone safety, communication methods, positioning, and safe roadway operations. Demonstrate proper use of traffic-control equipment and flagging techniques.

Maintain training records and documentation as required. Assist supervisors and management in identifying additional traffic-control training needs. Traffic Control and Work-Zone Safety Establish, maintain, and remove temporary traffic-control zones for sign, striping, signal maintenance, and other Whitfield County jobs and events.

Ensure traffic-control setups are appropriate for the work being performed and roadway conditions. Follow applicable Whitfield County, State, and Federal traffic-control and work-zone safety requirements. Assist with traffic control and flagging operations during emergencies, special events, and routine work.

Assist with promoting a safety-first culture among fellow employees. Sign Crew Coordination May serve as lead worker for assigned sign, striping, or traffic-control projects. Provide day-to-day technical direction to less-experienced employees as assigned.

Demonstrate proper work methods, equipment operation, safety procedures, and quality standards. Coordinate daily work activities to ensure assigned projects are completed safely and efficiently. Assist supervisor in determining work priorities, equipment needs, material requirements, and staffing needs.

Assist with training and mentoring Sign Tech employees. General Public Works Responsibilities Assist other Public Works crews with roadway maintenance, right-of-way maintenance, drainage, paving, storm cleanup, debris removal, and other departmental operations when assigned. Assist with emergency response activities, including storm damage, roadway hazards, debris removal, traffic incidents, and other situations requiring immediate Public Works assistance.

Communicate professionally with Whitfield County personnel, contractors, utility representatives, and members of the public. Maintain accurate records, work orders, project documentation, material usage, and other required reports. Perform other duties and special projects as assigned by the supervisor or Whitfield County Public Works management.

ADDITIONAL FUNCTIONS Performs other duties as needed. Knowledge and Skills Required by The Position Advanced knowledge of Whitfield County geography, including roads and landmarks. Advanced knowledge of department safety guidelines.

Advanced knowledge of the Manual on Uniform Traffic Control Devices. Knowledge of traffic control cabinets and signal operation. Knowledge of purchasing procedures, material specifications, inventory control, and vendor coordination.

Knowledge of mathematics. Skill in the operation of heavy equipment. Skill in the use of GPS equipment and software programs.

Skill in the use of computers and job-related software programs. Skill in communicating effectively with the general public. Skill in research and in preparing reports.

Skill in organizing and prioritizing multiple projects and assignments. Skill in operation of a bucket truck and bucket truck safety. Typical Qualifications MINIMUM QUALIFICATIONS High School Diploma or GED.

Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. Knowledge applications including Microsoft Office. ATSSA Certified Traffic Control Instructor Ability to understand construction plans and GDOT specifications.

Experience in roadway maintenance, sign installation, pavement marking, striping, construction, traffic control, or related Public Works operations. Possession of a Class A CDL Driver's License or the ability to obtain Class A CDL license within 6 months. Ability to obtain required certifications and training within the timeframe established by Whitfield County.
