Job description

THOR Solutions is seeking a IT Modernization/Power Platform Developer to provide administrative and operational support to programs supporting Naval Information Warfare Center Pacific, located in San Diego, CA. This role focuses on providing IT systems administration, modernization, and program support for NIWC Pacific, including management of NMCI and RDT&E assets, user accounts, software licenses, and access permissions. Coordinate equipment deployment, troubleshooting, inventory accountability, and cybersecurity compliance while supporting Microsoft 365, process automation, data reporting, and other digital modernization initiatives.
Typical responsibilities include:

  • Lead IT modernization, digital transformation, and process-improvement initiatives.
  • Manage the development and implementation of Microsoft Power Apps, Power Automate workflows, SharePoint solutions, and Power BI dashboards.
  • Coordinate software management and license needs along with system implementation, and end-user training.
  • Support knowledge-management systems, document repositories, and command-level reporting tools.
  • Develop executive dashboards and reports for workforce, financial, operational, and program performance.
  • Support Microsoft 365, Teams, OneDrive, mobile-device, and Flank Speed adoption efforts.
  • Collaborate with cybersecurity, engineering, and system-administration personnel to ensure solutions meet Department of Defense requirements.
  • Provide systems administration support for NMCI and Research, Development, Test and Evaluation (RDT&E) environments.
  • Coordinate NMCI seat services, computer deployments, hardware refreshes, device replacements, and troubleshooting.
  • Maintain accountability for NMCI and RDT&E computers, mobile devices, peripherals, and other IT assets.
  • Conduct asset inventories, reconcile discrepancies, update custody records, and support equipment transfers and disposal.

Work Location: Hybrid/local remote. A minimum of one full onsite day every week is required, as well as periodic in-person meeting attendance (e.g., all hands meetings, special events, etc.). Onsite days are based at NIWC PAC Point Loma in San Diego, CA. Additional onsite days, up to and including fully onsite, may be required at the request of the government customer.
Work Schedule: This position follows the California Alternate Work Week Schedule: Monday – Thursday are 9-hour days, Fridays are alternating 8- or 0-hour days, for a total of 80-hours for every two weeks. Workday starts at 7:15am PST Mon-Thu and on working Fridays. 
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion.
Typical Pay Range: The anticipated pay for this position in the identified location(s) is $37.00 - $43.14/hour. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.
Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. An otherwise strongly qualified candidate with highly relevant experience but no current security clearance may be considered.
Required Knowledge, Skills, and Abilities: 
  • Bachelor’s degree in in Business, IT, Data Analytics, Engineering, or related field (or equivalent experience).
    • In lieu of an appropriate bachelor’s degree, other combinations of sufficiently relevant qualifications may be considered, including additional years of highly applicable experience, other degrees/professional training, military training, and/or professional certifications.  
  • At least ten (10) years of recent, relevant professional experience with a focus in:
    • Experience with Microsoft Suite / Power Platform (Power BI, Power Apps, Power Automate)- Familiarity with data analytics, dashboards, and visualization tools.
    • Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Word, Teams)
    • Working knowledge of Microsoft automation tools.
    • Experience with SharePoint and collaboration tools.
  • Ability to manage multiple tasks and support fast-paced operational environments.
  • Excellent written and verbal communication skills.

Additional Preferred Knowledge, Skills, and Abilities:
  • Experience supporting DoD, Navy, or NAVWAR environments.
  • Exposure to Agile, project management, or systems engineering processes.
  • Exposure to IT Asset Management
