Job description

Position Overview:
The Chief Transmission Engineer will be a key technical leader for Kiewit Power Delivery. The Chief Transmission Engineer will be responsible for working across regions within our integrated team to provide technical expertise and to continue to develop a best-in-class Transmission engineering team through promotion of technical excellence in project execution and team development.
The right person for this role will have a strong technical Transmission background, a strategic mindset to find optimal ways to put Kiewit Power Delivery's overall vision into specific action for Transmission engineering, and a strong "pleased but not satisfied" mentality to relentlessly pursue continuous improvement and quality engineering paving the way for successful overall project completion done safely, on schedule and at the right price.
Core objectives of this role include providing market leadership across the organization and fostering the development and growth of the Transmission team.
Responsibilities:
Kiewit is looking for a committed, energized and highly motivated individual who has a passion for achieving excellence and wishes to join our growth in the Power Delivery market. The role includes the following responsibilities:
Technical Expertise
• Provide nationwide engineering/design technical excellence leadership (process ownership) and expertise within the discipline.
• Set strategy for team development and implementation of applicable technology, templates, guides, standards, specifications, and checklists.
• Champion evaluation and implementation of emerging technologies, digital engineering tools, automation, and AI-enabled workflows to improve engineering quality, efficiency, and scalability.
• Serve as a visible industry representative for Kiewit through participation in conferences, technical committees, client workshops, and industry forums.
• Actively participate in established industry technical committees to ensure technical matter expertise and provide expertise internally specific to the discipline.
• Perform factory audits, qualifications, and witness testing of manufacturers, as requested, in conjunction with Kiewit's Off-Site Supplier Quality (OSSQ) group.
• Maintain a strong network of industry related individuals (OEM's, 3rd Party Contractors, Developers, etc.) for expanding Kiewit Engineering's services and opportunities.
• Ensure all teams/regions are producing high quality work by periodic peer review and QA/QC of work products. Share feedback to facilitate individual growth post-review.
Capably manage major technical problems encountered during execution. Act decisively, backed by industry standards/expertise, to communicate the solution.
• Participate in early strategy sessions to lay out best design, procurement, and construction options for jobs in execution.
• Provide technical guidance and champion optimization within the department to drive to high quality and lower cost execution.
• Support engineering roles/tasks and act as Engineer of Record when requested.
• Stay current on trends and developments such as new equipment, software, means & methods, and procedures developing in the industry.
• Provide forensic analysis on quality issues and sponsor plan and deployment of any corrective actions.
• Coordinate with Temporary Structures & Construction Devices (TCSD) team on discipline applications.
• Coordination / training with construction team to provide input on when to engage engineering.
• Support organization and maintenance of tools and resources on discipline Sharepoint site.
• Support procurement and maintenance of technical software licenses for market. Periodically, support cost-benefit analysis of existing software.
Business Capture
• Develop a strong understanding of customers' current goals/objectives/plans and upcoming opportunities.
• Coordinate with business development to develop strong capture plans for opportunities, including assisting with client-facing strategy development and coordination with marketing for pursuit planning.
• Coordinate with marketing on thought leadership and collateral materials (pamphlets, presentations, videos, articles, etc.) to educate the market of the service offering and capabilities.
Estimates/Proposals
• Contribute to estimates and proposals through participation in bid strategy discussions, proposal content development, and post-submittal clarification processes.
• Lead proposal development and assist with the desired content for proposal documents and engineering estimates to successfully capture Transmission work.
• Support presentation of proposals, technical capabilities, and service offerings to clients.
• Participate in or assign and support SMEs for Technical Risk Assessments (TRA) and design validation during project pursuits, providing technical input and recommendations.
Personnel
• Champion technical development, targeted training to increase technical depth and develop robust, viable technical career paths, and group-wide onboarding within discipline.
• Promote individual continuous development, and knowledge sharing/interconnectivity between regional teams.
• Grow group expertise through industry hires at each office. Interview and engage on candidate offer development with concurrence with regional hiring manager.
• Review personnel forecasts, coordinate assignment of appropriate personnel with regional leadership, collaborate on hiring processes, and adjust resources where warranted. Incorporate a solid understanding of recruiting and retention.
Business Planning
• Support Transmission market analysis, revenue forecasting, and business-plan development.

This position is based out of our Energy Corridor Office in Houston, TX and typically requires less than 25 percent travel.

• Bachelor's degree in Civil Engineering minimum required.
• 25+ year minimum relevant experience in refining and petrochemical industry.

Working Conditions
Qualifications:
• Undergraduate or graduate engineering degree in Electrical, Civil, Structural, or related field
• 20+ years of experience performing engineering related duties for Transmission projects.
• Advanced knowledge of PLS-CADD, PLS-Pole, PLS Tower and their application to transmission line design
• Proficient in MFAD and/or LPILE (Proficiency in both preferred)
• Familiarity with U.S. and international client and industry design standards including NESC, ASCE, IEEE, RUS, GO-95, PJM, CSA, etc.
• P.E. license required.
• Knowledge of engineering and construction standards and processes
• Strong attention to detail, diligence, communication, interpersonal, and leadership skills.
• Able to represent Kiewit Power Delivery to owners, contractors, vendors, and others within and outside the Kiewit organization.
• Ability to work in a growing, adaptive, non-centralized team environment.
• Experience providing technical leadership and advisory support for transmission projects across a variety of delivery models, including EPC, progressive design-build, engineer-only, EPCM, owner's engineer, and consulting engagements preferred. HVDC, distribution, and lattice tower experience also preferred.
