The primary purpose of this position is to serve as the primary advisor to installation commander and first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Sexual Assault Prevention and Response (SAPR) Office at Air Force Installations or Space Force Deltas.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employes in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • All applicable personnel must have completed a Federal Bureau of Investigations fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State records check for National Guard Bureau).
  • This position has been identified as a position of public trust IAW DOD policy. Minimum of Tier 3 Background investigation that must be IAW DOD and OPM requirements and augmented by a State Criminal History Check or enrollment in Continuous Evaluation is required.
QUALIFICATIONS
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Behavioral or social science; or related disciplines appropriate to the position.
Or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Comprehensive and practical knowledge of individual agencies' policies and procedures and well-developed skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Comprehensive and professional knowledge of a wide range of social science and social work principles, concepts, practices, and social service delivery related to victim advocacy and SAPR program management, budgeting, resource allocation, and strategic planning pertaining to sexual assault pprevention and response.
  2. Knowledge of safety and security regulations, practices, procedures along with Public Law, regulations, executive orders, etc. to include the DoD and DAF organizational structure, management policies, methods, and practices to improve installation level SAPR accessibility and relevance to the command mission relating to sexual assault/sexual harassment victim advocacy and related self-directed or interpersonal violence.
  3. Skill in conflict resolution and negotiation strategies, counsel on performance or behavior, and initiate corrective actions, maintaining professionalism and fairness.
  4. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors along with formulate and conduct installation level SAPR program assessments and evaluations, identify issues, conduct research, analyze, interpret, and apply laws, regulations, and policies to summarize results and make appropriate recommendations to senior leadership.
  5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  6. Ability to communicate effectively, both orally and in writing, applying conscientious attention to detail, tact, and diplomacy during interactions with internal, external, and high-level officials during difficult and sensitive circumstances with skilled communication, including developing rapport and actively listening to establish and maintain effective working relationships with organizations and individuals to enhance victim support and assistance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
