Talent Acquisition & Workforce Analytics Specialist

Department: Human Resources
Reports To: Executive Director of Human Capital
Location: Brea, California

This is more than a recruiting role. 
We are seeking an experienced Talent Acquisition professional with a minimum of five years of progressive recruiting experience, including experience serving as a Lead Recruiter or Senior Talent Acquisition Partner, preferably within the commercial construction industry. The ideal candidate has a proven track record of developing recruitment strategies, building proactive talent pipelines, partnering with hiring managers on workforce planning, and successfully recruiting for both field and corporate positions in a competitive labor market. This role requires deep expertise in full-cycle recruiting, sourcing, employment branding, applicant tracking systems, and recruitment analytics. The strongest candidates will have spent the majority of their career in dedicated talent acquisition roles, where recruiting was their primary area of responsibility, rather than as one of several functions within a broader HR position.


What You'll Do

Lead Talent Acquisition

  • Manage the full recruitment lifecycle from approved requisition through onboarding.
  • Partner with hiring managers to develop recruiting strategies that attract top talent.
  • Create compelling job postings and source candidates through job boards, networking, referrals, social media, and direct outreach.
  • Screen applicants, conduct interviews, coordinate hiring manager interviews, and guide candidates throughout the hiring process.
  • Coordinate assessments, reference checks, background screenings, and employment offers.
  • Maintain an exceptional candidate experience while ensuring accurate data within the Applicant Tracking System (ATS).
  • Lead and coordinate NGi's internship program, including recruiting, onboarding, training, mentorship, and program evaluations.

Drive Workforce Analytics

  • Develop executive dashboards and recruiting reports that provide meaningful workforce insights.
  • Analyze hiring metrics including time-to-fill, source effectiveness, quality of hire, vacancy rates, and turnover trends.
  • Support workforce planning by identifying future staffing needs and preparing hiring forecasts.
  • Present recruiting performance and workforce analytics to executive leadership.
  • Review compensation recommendations using established salary structures to support internal equity and market competitiveness.
  • Provide data-driven recommendations that improve recruiting strategies and organizational planning.

Improve HR Processes

  • Maintain and update job descriptions and organizational job architecture.
  • Manage the company's job description library and workforce documentation.
  • Ensure recruiting records remain accurate, organized, and compliant.
  • Recommend process improvements that enhance recruiting efficiency and HR technology.

Support Organizational Growth

  • Assist with annual compliance reporting, including EEO-1 reporting and workforce data collection.
  • Coordinate employee engagement surveys and prepare leadership summaries highlighting key trends and recommendations.
  • Represent NGi at career fairs, university recruiting events, and networking opportunities.
  • Participate in HR initiatives that support employee engagement and organizational growth.
  • Perform other duties as assigned to support evolving business needs.

What Success Looks Like

Successful candidates will:

  • Develop recruiting strategies that support organizational growth.
  • Post approved positions within two business days.
  • Maintain accurate workforce dashboards and recruiting analytics.
  • Deliver weekly recruiting updates and quarterly executive reports.
  • Achieve an average time-to-fill of approximately 45 days, when market conditions allow.
  • Build proactive talent pipelines for critical positions.
  • Conduct annual reviews of job descriptions with department leadership.
  • Provide compensation recommendations that align with approved salary structures and internal equity.

Qualifications

Preferred Education & Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Five or more years of talent acquisition or recruiting experience.
  • Experience with Applicant Tracking Systems (ATS) and Human Resource Information Systems (HRIS).
  • Experience creating dashboards and reports using Excel, Power BI, Tableau, or similar reporting tools.
  • Strong understanding of recruiting metrics, workforce planning, and talent analytics.
