The Senior Technical Assistance Officer (STAO), under the general supervision of the Division Chief of the Global Partnerships Division (ICDGP), carries out a core responsibility of the division, which is to raise funds and develop partnerships for the IMF's externally financed capacity development (CD) programs. The STAO provides substantive leadership in fundraising, partner engagement, and the strategic oversight of externally financed resources, including Regional Capacity Development Centers (RCDCs), thematic funds, and bilateral programs.

Key Responsibilities

  • Lead fundraising efforts, including engagement with senior donor counterparts, and development of new financing opportunities.
  • Lead preparation and negotiation of contribution agreements and support fundraising strategies.
  • Design new funding vehicles and financing mechanisms to sustain resource mobilization as needed.
  • Oversee management of externally financed resources, including trust fund operations, governance, reporting, and fiduciary oversight.
  • Represent ICDGP in partner governance meetings and high-level engagements.
  • Ensure consistency with IMF policies and alignment with partners' priorities in managing CD programs.
  • Prepare briefing materials and management-ready outputs and contribute to partner visibility and outreach.
  • Overseeing evaluations of IMF donor funded vehicles.

Qualifications

  • Completion of an advanced university degree in public policy, international relations, business, finance, or related field, or a professional certification, supplemented by a minimum of eight years of relevant work experience is required. Alternatively, a minimum of two years of experience in a related position at Grade A12, or equivalent, is required.
  • 8-10 years of professional experience in fundraising and donor relations is highly desirable.
  • Experience working with official sector partners or development agencies, including at senior levels.
  • Proven ability to manage complex stakeholder relationships and contribute to negotiations.
  • Strong knowledge of development assistance and capacity development issues.
  • Strong knowledge of IMF policies and operations including trust fund operations and governance.
  • Thorough knowledge of the IMF's budget and TA systems would be desirable.
  • Excellent drafting, communication, and organizational skills.
  • Strong and proven experience of managing and leading evaluations of IMF donor funded vehicles.
