Stellar Solutions is seeking a Senior Program Manager to support a proposed radar-based environmental monitoring and space-based sensing program. This role provides senior-level program management and acquisition support for government customers involved in environmental monitoring, Earth observation, remote sensing, radar/RF sensing, synthetic aperture radar, satellite data acquisition, ground processing, and mission-data delivery. The position is focused on helping government customers plan, acquire, manage, validate, and transition radar-based environmental monitoring capabilities across the program lifecycle.


This is a senior program management and acquisition-support role for radar-based environmental monitoring and related space-based sensing capabilities. The role supports acquisition and program execution for capabilities that may include synthetic aperture radar, RF sensing, radar remote sensing data, ground processing, exploitation, dissemination, and operational use of environmental monitoring data.


Key responsibilities include:

  • Provide senior program management and acquisition support to government customers responsible for radar-based environmental monitoring, Earth observation, remote sensing, satellite data, or space-based sensing programs.
  • Support acquisition planning, requirements development, market research, acquisition strategy, RFP preparation, proposal evaluation, source selection, and contractor performance oversight.
  • Develop, review, and manage acquisition artifacts such as Statements of Work, Performance Work Statements, CDRLs, evaluation criteria, acquisition schedules, risk registers, program briefings, and decision materials.
  • Support requirements development for radar-derived environmental monitoring use cases such as maritime monitoring, disaster response, land change detection, infrastructure monitoring, climate/environmental intelligence, border and coastal awareness, and other Earth-observation missions.
  • Coordinate across radar/RF technical teams, remote sensing data users, ground processing teams, acquisition stakeholders, systems engineering teams, science/mission users, and government program leadership.
  • Support lifecycle planning from concept development and acquisition strategy through integration, validation, operations, sustainment, modernization, and transition to operational users.
  • Advise customer leadership on cost, schedule, performance, risk, technical readiness, data-product delivery, stakeholder alignment, and execution strategy.
  • Define how acquired capabilities will be assessed against mission requirements, radar/SAR data-quality needs, operational use cases, and customer acceptance criteria.
  • Support readiness reviews, test planning, validation events, acceptance criteria, anomaly resolution, operational transition planning, and program-review materials.
  • Translate technical, mission, and stakeholder needs into actionable acquisition and program-management plans.
  • Support integration between space, ground, data processing, dissemination, and end-user mission needs.
  • Shape proposal, capture, and customer-engagement strategy by bringing radar/SAR environmental monitoring domain credibility and acquisition insight.

Required Qualifications

  • 12+ years of program management, acquisition support, SETA, systems engineering, technical advisory, or mission-program support experience.
  • Experience supporting federal space, satellite, radar, SAR, RF sensing, GEOINT, ISR, remote sensing, environmental monitoring, Earth observation, weather, ocean, atmospheric, land imaging, or geospatial data programs.
  • Experience supporting acquisition lifecycle activities, including requirements development, acquisition strategy, RFP support, source selection, SOW/PWS development, CDRL management, risk management, program reviews, and transition to operations.
  • Prior support to agencies or mission environments such as NOAA, NESDIS, NASA, USGS, NGA, NRO, USSF, DoD, IC, or related federal customers.
  • Familiarity with satellite systems, radar remote sensing, ground systems, mission processing, commercial satellite data, data-quality validation, operational acceptance, or transition-to-operations activities.
  • Ability to work across technical, programmatic, acquisition, contractor, and mission-user communities.
  • Strong written and verbal communication skills, including experience preparing executive-level briefings, acquisition documentation, decision memos, program review materials, and customer-facing recommendations.

Desired Qualifications

  • Experience with radar-based environmental monitoring, SAR, radar remote sensing, space-based radar, RF sensing, GEOINT, ISR, commercial satellite data acquisition, or civil remote sensing programs.
  • Familiarity with environmental monitoring use cases such as maritime domain awareness, disaster response, flood monitoring, wildfire impact assessment, land-use change, infrastructure monitoring, climate/environmental intelligence, ocean monitoring, or atmospheric monitoring.
  • Experience with programs, agencies, or mission areas such as NOAA/NESDIS, NASA Earth Science, USGS, Landsat, JPSS, GOES, CSDA, ESDS, NGA, NRO, USSF, DoD, IC, or related remote sensing and space-based sensing programs.
  • Experience supporting SETA, FFRDC, government advisory, acquisition-support, or technical program-management contracts.
  • Knowledge of FAR/DFARS, PPBE, CDRLs, SOW/PWS development, source selection, milestone reviews, program baselines, risk management, or federal acquisition governance.
  • Understanding of how radar/SAR-derived data supports environmental monitoring, operational decision-making, civil agency missions, national security missions, or commercial Earth-observation applications.
