Program Manager / Senior Advisor - Acquisition Support
Description
GD Resources is seeking a Program Manager/Senior Advisor to lead our acquisition support team on a major task order supporting the NIH Office of Acquisition & Logistics Management (OALM). This is a senior, client-facing leadership role serving as the primary point of accountability for program performance, acquisition support activities, Government-wide contract vehicle support, and stakeholder communications.
The position will support NIH acquisition operations and strategic initiatives, ensuring effective coordination with Government stakeholders, strong program execution, and consistent delivery of acquisition support services.
Responsibilities
  • Serve as the primary point of contact to the Contracting Officer's Representative (COR) and Contracting Officer (CO) for all program matters.
  • Oversee acquisition file management, data call responses, and performance tracking/reporting.
  • Lead marketing, outreach, and customer training activities for Government-wide and multi-agency contract vehicles.
  • Develop and maintain templates, SOPs, and the program communication plan.
  • Establish and manage performance evaluation methodology for the team.
  • Supervise and coordinate a technical acquisition support workforce.
  • Provide senior-level guidance and recommendations on acquisition support activities, program execution, and stakeholder requirements.
  • Coordinate with NIH/OALM stakeholders to ensure deliverables, milestones, and performance objectives are met.
  • Support continuous improvement of acquisition processes, reporting, communication, and program management practices.
Required Qualifications
  • Master's degree or higher from an accredited institution. In lieu of a Master's degree, a minimum of 15 years of directly relevant federal acquisition experience will be accepted.
  • Demonstrated experience managing acquisition support programs, ideally for NIH or HHS.
  • Experience supervising and coordinating a technical acquisition workforce.
  • Strong written and verbal communication skills, with experience advising senior acquisition executives.
  • Demonstrated ability to manage multiple acquisition support activities, stakeholders, deliverables, and competing priorities.
  • Experience working in a Federal acquisition environment and communicating effectively with Government contracting personnel.
Preferred Qualifications
  • Experience supporting NIH-wide contract vehicles and enterprise acquisition initiatives.
  • Experience advising on acquisition strategy, category management, and organizational performance.
  • Experience implementing acquisition process improvements or strategic sourcing initiatives within NIH or HHS.
  • Knowledge of Government-wide acquisition programs, contract vehicles, and Federal procurement processes.
  • Experience supporting senior Government acquisition leadership and cross-functional stakeholders.
Additional Requirements
  • Must be able to obtain a favorable Suitability Determination / NACI.
  • Must be available to work on-site in Bethesda/Rockville, MD, with some telework potentially approved based on Government/client requirements.
