Essential Functions
  • Under administrative direction, serves as a Senior Application Developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Gaming Board (IGB), in performing complex professional and advisory functions in Application Services by coordinating and conducting difficult and specialized application development.
  • Independently performs difficult functional and technical activities associated with the support of a production information processing application and assists users and operations staff in analyzing results of processing in a production application.
  • Analyzes and recommends new procedures and techniques to improve the supported application systems by adhering to adopted methodology standards to ensure integrity of each system/sub-system during maintenance/enhancement activities.
  • Serves as a senior team member responsible for scheduled and remedial maintenance to assigned applications by scheduling processes, reviewing history of processed jobs, and responding appropriately to any abnormal completion status.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in application services or a related Information Technology field.

Specialized Skills
  • Requires three (3) years of professional experience designing, developing, and supporting software applications using programming languages including C#, Visual Basic (VB), VB.NET, ASP.NET, or comparable technologies, with demonstrated ability to write efficient, maintainable code and troubleshoot complex application issues.
  • Requires three (3) years of professional experience using web-based technologies including JavaScript, ASP.NET, or similar to develop, maintain, and enhance application user interfaces.
  • Requires three (3) years of professional experience in database application development, performing online and batch processes and applying systems analysis methods to create design documents and program specifications.

Preferred Qualifications (In Order of Significance)
  • Three (3) years of professional experience designing, developing, and supporting software applications using programming languages including C#, Visual Basic (VB), VB.NET, ASP.NET, or comparable technologies, with demonstrated ability to write efficient, maintainable code and troubleshoot complex application issues.
  • Three (3) years of professional experience using web-based technologies including JavaScript, ASP.NET, or similar to develop, maintain, and enhance application user interfaces.
  • Three (3) years of professional experience in database application development, performing online and batch processes and applying systems analysis methods to create design documents and program specifications.
  • Three (3) years of professional application development experience utilizing full system development life cycle (SDLC) methodologies to architect, build, deploy, test, and maintain software solutions while delivering high-quality, efficient, and secure code.
  • Three (3) years of professional application development experience utilizing cloud computing platforms including Azure DevOps or similar platforms for software development.
  • Three (3) years of professional application services experience supporting production applications, troubleshooting complex system issues, and collaborating with users and operations staff to analyze outputs and resolve problems.
  • Three (3) years of professional application design experience analyzing and recommending new procedures and techniques to improve supported application systems.
  • Extensive knowledge and demonstrated experience conducting feasibility studies for system conversions, upgrades, and enhancements, including evaluation of technical, operational, and procedural impacts.
  • Ability to analyze data logically, identify root causes, evaluate operational or procedural issues, and provide sound recommendations.
  • Developed verbal and written communication skills and the ability to maintain effective working relationships with technical and non-technical stakeholders.
