Job description

We have an excellent opportunity for a Business Analyst 2 – Delivery & Validation with strong experience in business analysis, requirements management, solution validation, UAT, business readiness, and technology project delivery.

Position Details
  • Location: Harrisburg, PA
  • Work Arrangement: Hybrid – 2 days onsite per week; Wednesday is mandatory
  • Duration: 09/07/2026 – 07/03/2027

Position Overview

The Business Analyst will support application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects. The role will focus on requirements traceability, solution validation, business readiness, UAT, and transition to production.

The analyst will work with business stakeholders, Project Managers, development teams, architects, technical teams, vendors, and other project partners to understand business needs and translate them into clear and actionable requirements.

Key Responsibilities
  • Elicit, analyze, validate, and document business and functional requirements.
  • Facilitate stakeholder discussions and translate business needs into actionable requirements.
  • Develop current-state and future-state process documentation, workflows, business rules, and acceptance criteria.
  • Perform gap, impact, dependency, and process analysis.
  • Evaluate proposed solutions against business requirements, processes, constraints, and intended outcomes.
  • Maintain traceability between requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.
  • Develop UAT and business validation scenarios and test cases.
  • Coordinate business testers, testing schedules, test execution, results, and defect tracking.
  • Support functional UAT, regression testing, business process validation, and data validation.
  • Support release readiness, production cutovers, system migrations, and post-implementation validation.
  • Identify impacted applications, business processes, stakeholders, dependencies, and validation requirements.
  • Develop user documentation, job aids, training materials, release communications, and other adoption resources as needed.
  • Collaborate effectively with technical and business teams throughout the project lifecycle.
  • Manage competing priorities independently and proactively communicate risks, issues, gaps, and recommendations.
Required & Preferred Experience

Required:

  • Business analysis experience supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, or complex technology projects.
  • Strong experience with requirements elicitation, analysis, documentation, validation, and traceability.
  • Experience with current-state/future-state process analysis and gap analysis.
  • Experience developing and coordinating UAT/business validation activities.
  • Strong analytical, communication, documentation, facilitation, and organizational skills.

Highly Desired:

  • Experience with Azure DevOps or comparable project/test-management tools for requirements, test cases, validation results, and defect tracking.
  • Experience with CAI, InfoMap, or comparable operational/regulatory applications.
  • Experience supporting regulatory, compliance, or public-sector business processes.
  • Experience with release readiness, system migrations, production cutovers, regression testing, and post-implementation activities.
  • Strong professional writing and communication skills.
  • Ability to independently manage deliverables, identify risks and gaps, and provide well-reasoned recommendations.
