Position Overview
Join a mission-driven team dedicated to protecting and sustaining Cumberland County's natural resources for future generations. This position provides professional administrative, financial, and program support for the Cumberland Soil and Water Conservation District while contributing to the delivery of educational and informational services that promote environmental stewardship throughout the community.
This role offers the opportunity to engage with community partners, assist with impactful conservation initiatives, and help advance programs that strengthen environmental sustainability and public awareness across Cumberland County.
Examples of Duties
  • Provide administrative and operational support to the Soil and Water Conservation District staff, Board of Supervisors, and Natural Resources Conservation Service (NRCS) personnel in support of departmental goals and conservation initiatives.
  • Serve as the primary point of contact for the public by responding to inquiries in person, by telephone, electronically, or in writing, and providing information regarding departmental programs, services, and Board activities.
  • Coordinate and facilitate departmental and Board meetings by preparing agendas, compiling and distributing meeting packets, scheduling meeting space, arranging equipment and materials, recording meeting minutes, and maintaining official records and documentation.
  • Maintain communication and coordinate activities with county departments, community organizations, and external agencies to support departmental operations and conservation program objectives.
  • Provide administrative support related to Board operations, including preparing reimbursement documentation, coordinating travel and lodging arrangements, and maintaining records associated with Board activities and annual meetings.
  • Assist with departmental financial and budget administration by processing invoices, preparing journal entries, monitoring expenditures, reconciling budget reports, utilizing purchasing cards in accordance with county policies, and preparing quarterly budget-to-actual reports for Board review.
  • Process payroll and timesheet information, maintain departmental personnel files, and ensure the accuracy and confidentiality of administrative and financial records.
  • Maintain and update departmental databases, spreadsheets, mailing lists, and program records, including conservation education contacts, annual reports, fundraiser records, rental program documentation, and reimbursement files.
  • Receive, process, and deposit departmental funds and program proceeds, including rental receipts and fundraiser revenues, in accordance with county financial procedures and policies.
  • Perform travel-related and administrative support duties as needed, including making deposits, attending meetings and presentations, transporting materials, and representing the department at county, area, and state functions.

Minimum Qualifications
Graduation from a four-year accredited college or university with a degree related to the area of assignment and two (2) years of experience in the assigned program area; or an equivalent combination of education and experience.
Necessary additional requirements:
Successful completion of Customer Service Interaction, Data Entry, Basic Excel 365, and Basic Word 365 tests will be required. Candidates selected as qualified will be contacted via email by a Human Resource representative for testing.

Knowledge, Skills and Abilities
  • Knowledge of modern office procedures and practices, including telephone communications, office systems, records management, and administrative support functions.
  • Knowledge of modern business communication practices, including the preparation and formatting of correspondence, memoranda, meeting minutes, reports, and related documents.
  • Skilled in the use of personal computers, office equipment, and a variety of software applications related to business and administrative operations.
  • Ability to communicate effectively and professionally, both orally and in writing, with employees, officials, community partners, and the general public.
  • Ability to establish priorities, manage multiple assignments, work independently, and accomplish objectives with minimal supervision.
  • Ability to prepare, organize, and conduct meetings, presentations, and educational or informational sessions for diverse audiences.
  • Ability to research, analyze, and interpret program documents, records, and narrative materials, and prepare accurate reports and recommendations based on findings.
  • Ability to review and verify the accuracy of numerical data, records, reports, and narrative information.
  • Ability to make routine administrative decisions in accordance with applicable laws, regulations, County policies, and established procedures.
  • Ability to exercise tact, professionalism, discretion, and sound judgment when handling confidential or sensitive information and interacting with coworkers, County officials, and the public.
  • Ability to establish and maintain effective, cooperative working relationships as necessitated by work assignments.
  • Ability to evaluate, develop, and improve work procedures, methods, and processes to enhance operational efficiency and effectiveness.

Conditions of Employment:
Notary Certification is Required within 6 months of hire.
Environmental Education Certification and Professional District Employees Program Standard Certification within 3 years of hire.

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
