LIN Consulting, Inc.- Transportation Planning Manager

LIN Consulting specializes in all aspects of traffic planning and engineering, as well as civil and electrical engineering. We provide industry-leading services to Caltrans, counties, cities, and private developers throughout Southern California. We are looking for a Transportation Planning Manager to head our planning department and mentor our growing team of professionals.

Key Responsibilities
  • Team Leadership: Supervise and mentor junior and mid-level planners, providing technical guidance and career development support.
  • Project Management: Oversee the scope, schedule, and budget for diverse projects, including Traffic Impact Studies, Transportation Management Plans (TMPs), and parking analysis.
  • Strategic Oversight: Oversee the scope, schedule, and budget for the preparation of technical transportation sections for EIS/EIR, PSR/PR, and multi-modal corridor studies.
  • Business Development: Identify new opportunities, lead proposal efforts, and represent the firm at industry events and client interviews.
  • Quality Control: Perform senior-level technical reviews of traffic models (Synchro, VISSIM) and reports to ensure accuracy and compliance with agency standards.
  • Agency Coordination: Act as the primary point of contact for Caltrans and local municipal clients to ensure project alignment and approval.

  • Experience: 10+ years of progressive professional experience in transportation planning, with at least 3 years in a supervisory or project management capacity.
  • Education: Bachelor’s degree in Civil Engineering, Transportation Planning, or a related field.
  • Technical Expertise: Deep understanding of HCS, Synchro, VISSIM, and ICU methodologies. Proven experience in Vehicle Miles Traveled (VMT) analysis, including the use of regional travel demand models to assess project-level impacts. Familiarity with CEQA/NEPA requirements and Caltrans project delivery processes.
  • Communication: Exceptional written and oral communication skills, with the ability to present complex technical data to non-technical stakeholders.
  • License/Certification: Registered CA Civil P.E., T.E.
  • Design: Experience with the preparation of civil and/or traffic PS&E is a plus.
  • Tools: Knowledge of AutoCAD and/or MicroStation is a plus.
