Job description

Meta designs, builds, leases, and operates highly efficient data centers. Developing, operating, and managing the data center infrastructure and facilities in alignment with industry best practices and Meta standards is synonymous with ensuring high uptime, capacity availability, flexibility and capital and operational cost efficiency in a safe working environment.Meta is seeking a water program manager to support cross-functional program efforts for the large and growing water global data center portfolio during pre-development, construction, and operations phases. This position will report directly to the Water Team Manager within the broader Site Development team and will work closely with other Data Center teams. Travel may be needed to visit our data center sites to better understand operations, meet site teams, and attend agency and stakeholder meetings.
Water Program Manager, Data Center Development Responsibilities:
  • Facilitate and drive communication and cross-team coordination between internal and external water stakeholders, including Strategy, Finance, Sustainability, Design, Engineering, Construction, and Operations
  • Monitor and support tool development for ensuring water and wastewater compliance
  • Oversee compliance with water withdrawals and ensure compliance with end-user agreements (flow rate, wastewater discharge, volume/quality, significant industrial user, installation of monitoring and operational equipment where required, etc.)
  • Oversee compliance with wastewater discharge volume/quality requirements (pre-treatment, Significant Industrial User, Permit)
  • Prepare and implement Water Mitigation Plan with Emergency Operating Procedures related to forced water reduction, establish framework and lead effort on finalizing entire Emergency Plan
  • Monitor external factors that could affect water (i.e., tracking local and state water policy, water quality issues, legal rights/issues) and provide results and updates to internal teams
  • Organize, review, and evaluate water and wastewater monitoring data to compare against agreements, identify anomalies, and establish best practices
  • Lead water utility engagement approach during construction and operations on all technical, invoicing, and operational issues. Work closely with cross functional partners on efforts to optimize overall operations, promote best practices, and drive environmental stewardship
  • Complete engineering design reviews and track both onsite and offsite infrastructure projects including schedule, scope and budget. Understand the status and impact to ongoing data center construction and operations
  • Partner with construction management teams on construction quality control and assurance of wet utility infrastructure projects
  • Meet regularly with utility partners to coordinate on projects and maintain good relationships throughout the life cycle of the data center
  • Lead a variety of programmatic initiatives to advance the Water Team's mission, including (but not limited to): advancing fleet-wide sustainability and water saving efforts, performing regulatory research, developing and refining business processes, and coordinating with cross functional partners on multidisciplinary efforts
  • Assist in facilitating the growth of the water program within Meta Data Centers as the company continues to grow and build water program capabilities and best practices
  • Work with a diverse group of cross functional partner teams to gather data from a variety of water and wastewater-related workstreams. Analyze the information to identify patterns and trends, with the goal of optimizing overall system and business operations
  • Monitor and support process for flow meter account setup, mapping, payments, and commissioning with local utilities
  • Oversee schedule and budget for water program and data center sites in responsible region (i.e., CapEx and OpEx)
  • Monitor and support construction water milestones and drive the implementation of construction water best management practices
  • Ability to travel domestically (up to 50%)

Minimum Qualifications:
  • Technical expertise related to industrial water use and wastewater discharge, water efficiency techniques, as well as water policy and permitting in the United States
  • Experience managing multiple projects and coordinating with internal staff, external consultants, and other stakeholders
  • Bachelor's degree in civil or environmental engineering or similar
  • Experience communicating and working with highly confidential information
  • Experience with construction management of water infrastructure
  • Experience working in teams, and establishing and maintaining cross-functional relationships
  • Knowledge of Google platforms (Sheets, Slides, etc.)
  • 12+ years professional experience in water and wastewater infrastructure projects

Preferred Qualifications:
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Experience leveraging SQL and BI tools (such as Tableau) for data analysis, reporting, and actionable insights
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Advanced technical degree
  • Experience working with water and wastewater utilities in the United States
  • Experience with operations of water and wastewater infrastructure
  • Experience with water and wastewater infrastructure construction and operations for data centers
  • Experience with NPDES and industrial pre-treatment permits
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Professional Civil Engineer License
