Equipment Operator, Sr.

JOB SUMMARY The purpose of this position is to perform semi-skilled to skilled work functions operating motorized medium to heavy weight equipment to maintain and repair City grounds, sewers, and streets and to provide solid waste collection services. ESSENTIAL JOB FUNCTIONS Operates equipment in one of the following areas: sanitation/solid waste, water/sewer, parks, and streets. May serve as a lead worker; provides guidance and instruction to other crew members; and reviews work as assigned.

Adheres to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; and follows safety practices and wears protective gear; initiates any actions necessary to correct deviations or violations. Drives or operates a variety of varied purpose equipment in the maintenance and repair of City streets, rights of way, parks, water and sewer lines, and in the collection of solid waste; performs driving functions in a safe and efficient manner under various conditions, including day/night hours, in congested traffic, and in adverse weather conditions. Conducts pre- and post-trip inspections, including checking all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness of vehicle, etc.; reports all problems or necessary repairs to appropriate personnel immediately; completes and maintains inspection, gas usage and other associated documentation

Performs daily preventive maintenance work on equipment and vehicles; services and makes minor repairs to equipment and vehicles. Assists with special projects and seasonal work; installs and removes holiday decorations; installs and removes banners; clears streets and sidewalks of debris following special events; removes and replaces staging materials from sites as needed. Uses a variety of hand tools including shovels, hammers, pick axes, rakes, pipe wrenches, channel locks, transit level, tape measure, and carpentry tools.

Prepares or completes various forms, reports, work orders, logs, accident reports, or other documents. Receives various forms, reports, work orders, application instructions or other documents; reviews, completes, processes, forwards or retains as appropriate. Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Operates one or more of the following: motor graders, tapping machines, spray truck, street sweeper, asphalt roller, grader, dozer, track hoe, patch truck, compost separator, compost blower, front end loader, box blade, beach rake, sprayers, tractor trailer, roll-off truck, knuckle boom truck, front and rear loaders, dump truck, jack hammer, back hoe, pick-up truck, boring machine, dump truck, mowers, or other equipment as necessary to complete essential functions. Equipment Operators, Senior assigned to Parks Division performs the following additional duties: Performs or assists in performing a variety of maintenance and landscaping duties; repairs sidewalks and curbs; mows grass; paints equipment; cleans and rakes beach areas; empties garbage cans; plants flowers and shrubs; trims trees; etc. May assist in other departments, such as picking up yard waste, garbage, and recycling, cleaning storm drains and ditches, etc.

Equipment Operators, Senior assigned to Solid Waste Division performs the following additional duties: Drives garbage truck on assigned route; picks up yard waste, garbage, and recycling and puts in truck; and picks up dead animals. Picks up debris from transfer station; clears pit of obstructions at transfer station; operates equipment in chipping and compost operations; and ensures cleanliness of yard area. Provides dumpster service through the City; services compactor sites.

Directs traffic and guides truck operator in congested areas. Equipment Operators, Senior assigned to Streets Division performs the following additional duties: Performs or assists in performing a variety of maintenance and landscaping duties; repairs sidewalks and curbs; cleans storm drains and ditches; patches potholes, shovels stone on roadsides; seals cracks in streets, tars and chips streets; repairs and replaces street sign; etc. Grades ditches for storm water pipes; lays pipes; builds storm water drain boxes; and repairs storm drains.

Maintains streets; repairs utility cuts. Operates street sweeper. Equipment Operators, Senior assigned to Water/Sewer Division performs the following additional duties: Repairs leaks and/or installs water and sewer lines.

May be required to obtain a class "D" Water Distribution License. ADDITIONAL FUNCTIONS Attends meetings, workshops and training as necessary. Assists in preparing for and cleaning up after hurricanes and other natural disasters as necessary.

Performs other related duties as assigned, requested and required. Minimum Qualifications QUALIFICATIONS Education and Experience: Requires a high school diploma or equivalent; one (1) year of experience in equipment operation. Licenses or Certifications: Must possess and maintain a valid Commercial Driver's License (CDL) including appropriate endorsement(s).

May be required to obtain and maintain other certifications. Special Requirements: None. Knowledge, Skills and Abilities: Knowledge of equipment operations.

Knowledge of customer service principles. Skill in gathering information before taking action. Skill in using rigorous logic and methods to solve difficult problems with effective solutions.

Skill in performing addition, subtraction, multiplication, and division; counting; recording of counts; and basic measuring. Skill in dealing with frustrations. Ability to collaborate with others.

Ability to build rapport. Ability to listen. Ability to look beyond the obvious.

Ability to compile, assemble, copy, record and/or transcribe data according to a prescribed schema or plan. Ability to exchange information for the purpose of clarifying details within well-established policies, procedures and standards. Ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

Ability to utilize a wide variety of reference data and information. Ability to carry out detailed but routine written or oral instructions. Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

Ability to compile, assemble, copy, record and/or transcribe data according to a prescribed schema or plan. Ability to exchange information for the purpose of clarifying details within well-established policies, procedures and standards. Ability to operate and control the actions of equipment and machinery, requiring the monitoring, adjustment, regulation, and/or setting of multiple conditions.

PHYSICAL DEMANDS The work is heavy work. The employee is constantly required to move objects applying up to 20 pounds of force; frequently required to apply 30 pounds of force to move objects; and occasionally required to exert up to 100 pounds of force to move objects. Additionally requires: balancing, climbing, feeling, grasping, handling, hearing voices and distinguishing among sounds, lifting, manual dexterity, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, visual acuity in data/color/observations/operating equipment/inspect defects or measurements, and walking.

WORK ENVIRONMENT Work is performed outdoors where performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, or toxic agents.
