Job description

Job Description
NetImpact Strategies is seeking a Senior Program Analyst to join our talented delivery team. This position provides analytical and evaluative support to assess the effectiveness, efficiency, and productivity of government programs and operations at Brooke Army Medical Center (BAMC) in San Antonio, Texas. The analyst conducts organizational and program evaluations, analyzes qualitative and quantitative data, and develops data-driven recommendations to support informed decision-making and operational improvement. This role requires the ability to perform complex analytical work independently, communicate findings clearly to government stakeholders, and support healthcare-related programs in a fast-paced, mission-focused environment. This position is onsite five (5) days per week at BAMC.
Responsibilities
  • Assess the effectiveness, efficiency, and productivity of government programs and operations using analytical and evaluative methods.
  • Conduct organizational studies, workflow analyses, work simplification efforts, and performance measurement activities.
  • Investigate and gather qualitative and quantitative data related to agency programs, processes, and healthcare operations.
  • Analyze program execution and performance results and recommend short- and long-term improvements to support mission success.
  • Extract, interpret, and leverage complex data to produce data-driven insights that inform leadership decision-making and resource prioritization.
  • Develop, implement, and maintain analytical tools and database systems (e.g., Excel, Access, or similar platforms) to support analysis and reporting.
  • Research, analyze, and interpret complex federal rules, regulations, and policies, particularly those related to healthcare operations.
  • Prepare clear, comprehensive reports, briefings, presentations, and information papers for government leadership and stakeholders.
  • Communicate and defend analytical findings, conclusions, and recommendations in written and verbal formats as requested by the government.

Qualifications
Required Qualifications
  • Master's degree in Public Administration, Public Policy, Health Administration, Business Administration, Management, Economics, or a closely related field.
  • Eight (8) years of progressive professional experience performing program analysis, management analysis, organizational evaluation, or operational analysis.
  • Demonstrated experience conducting organizational or program evaluations and performance or work measurement analyses.
  • Proven ability to analyze and interpret complex quantitative and qualitative data to support management decision-making.
  • Experience developing and using analytical tools and databases (e.g., Excel, Access, or comparable platforms).
  • Strong written and verbal communication skills, including experience preparing and presenting analytical products for government audiences.

Preferred Qualifications
  • Experience supporting military medical, DoD, VA, or federal healthcare programs.
  • Familiarity with performance management frameworks, KPIs, or outcome-based measurement approaches.
  • Experience supporting process improvement or workflow optimization initiatives.
