Job description

Odyssey is recruiting for a Senior Program Manager to join the team. The technical expert filling this position will be a trusted advisor and consultant to the government that supports government-led on-going and future sustainment, modification, and capability upgrade efforts across the NORAD Cheyenne Mountain Complex – Integrated Tactical Warning / Attack Assessment (NCMC-ITW/AA) and Legacy Space C2 systems.

The NCMC-ITW/AA Branch sustains unique ITW/AA Cheyenne Mountain systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide military authorities with an accurate, timely, unambiguous and continuous warning and attack assessment of air, missile and space threats.  The Legacy Space C2 Branch sustains unique space command & control systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide space situational awareness, object tracking, and deconfliction.

This is a full-time position at Peterson SFB in Colorado Springs, CO with hybrid flexibility – subject to change per the government’s discretion.


Duties include, but not limited to: 

  • Apply comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 Operation of the Adaptive Acquisition Framework and 5000.75 Business Systems Requirements and Acquisition, as well as knowledge of roles and relationships within the DoD, the Air Force, and the Space Force. 
  • Provide project management oversight of efforts, tasks, studies, and engineering recommendations of the prime contractor to meet contractual requirements. 
  • Apply knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs. 
  • Ability to work in a test environment and deploy modernization efforts to multiple sites/sides/strings.
  • Support activities that assist the Branch Chief in assessing what programs are within schedule and cost baselines. 
  • Recommend viable solutions to problems and the pursuit of alternative courses of action. 
  • Effectively communicate verbally, in written communications, and in briefings to senior leadership.
  • Provide quality acquisition and program documentation (briefings, documents, plans, schedules, etc.) 
  • Coordinate staff packages including, but not limited to, public affairs products. 
  • Manage reviews, updates, and recommended changes to the prime contractors Integrated Master Plan (IMP) and Integrated Management Schedule (IMS). 
  • Advise and assist in planning the implementation of projects through coordinating and integrating engineering, contracting, financial management, cost, logistics, configuration management, test, and other related disciplines to achieve successful project requirements. 
  • Advise and assist the Program Office leadership on all business aspects of the funded projects to include requirements definition, budget formulation, cost estimates, contract strategy formulation, contract schedule management, contractor progress, contract risk management, earned value status, and future budget requirements. 
  • Apply elements of the Defense Federal Acquisition Regulations and service supplements to support contracting elements of acquisition and program execution. 
  • Compose draft contract letters, Point Papers, Status Reports, Position Papers, Acquisition Strategy Panel briefings and Program Management Review briefings as required for senior Government decision makers. 
  • Support activities in studying, analyzing, dissecting, coordinating internal and external taskers from cradle-to-grave. 
  • Support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.). 
  • Support Program Management Reviews (PMRs), senior level meeting/reviews and stakeholder meetings. 
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management. 
  • Support implementation and execution of Agile concepts and processes (not software related) in concert with Government and Prime contractors. 
  • Develop and implement innovative solutions to expedite execution of contract actions that provide products and services to customers, consistent with statutory requirements and risks. 
  • Provide acquisition support to project and program managers, to include reviewing and assessing project/program performance, reviewing delivered contract data items, and preparing factual, clear, concise, complete and appropriately coordinated written communications. 
  • Draft, coordinate, and offer oversight in the development of such documents as Statements of Work (SOW), Performance Work Statements (PWS), Technical Direction Letters (TDLs), Contract Data Requirement Lists (CDRLs), Instructions to Offerors, Evaluation Criteria, Source Selection Plans, Systems Readiness Reviews (SRRs), Production Readiness Reviews (PRRs), Qualification Test & Evaluation, Production Acceptance Test & Evaluation, Qualification Operational Test & Evaluation, and full rate article production.
  • Assist with Justification and Approvals, Determination and Findings and other contract documents on behalf of the Government Program Manager and the Procurement Contracting Officer.
  • Populate and review Request for Proposal (RFP) data, evaluate proposals and support source selection recommendations on various NCMC-ITW/AA and Legacy Space sustainment projects. 
  • Monitor, review, and recommend approval of contract obligations and payments that synchronize program management and financial management efforts. 
  • Assist with developing, staffing, reviewing, and finalizing briefings and other various acquisition documents, as well as formal reports related to the strategic planning, programming, acquisition planning, execution and close-out for NCMC-ITW/AA and CCIC2S Enterprise Networks programs and projects. 
  • Perform acquisition planning, solicit, evaluate, negotiate, analyze, advise, and assist with contract awards, post award administration and terminations on contracts for the procurement of supplies and services, including complex contracts and high dollar acquisitions.  

Minimum Qualifications:

Citizenship: Must be a U.S. Citizen 

Clearance: Must have an active DoD Secret clearance, with the ability to obtain and maintain a Top Secret clearance.

Education: Bachelor’s Degree in a related field

Year’s of experience: Twelve (12) years of experience in the respective technical discipline; to include five (5) years of DoD experience; OR,

  • Master’s in a related field and ten (10) years of experience in the respective technical discipline; to include five (5) years of DoD experience. 

Additional experience:  

  • Possess the advanced knowledge, experience in Air Force or Space Force acquisitions.
  • Has knowledge of DoD contracting processes and policies, and Sentinel/GSA Contracts/TDLs.
  • Possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline.
  • Able to manage multiple Prime contactors, multiple Contracts/TDLs at multiple locations/sites.
  • Has experience working multiple codependent projects simultaneously.
  • Demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise.

Preferred Qualifications:

Clearance:Active TS/SCI.

Certification: Defense Acquisition Workforce Improvement Act (DAWIA) certification, Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), or Project Management Institute (PMI) Project Management Professional (PMP) certification.

Additional experience: 

  • Acquisition program office experience - highly preferred.
  • Proven experience overseeing 3600 driven Research and Development (R&D) efforts.
  • Experience managing DoD sustainment projects and programs, from a senior program management, financial management and/or contract management perspective. 
  • Experience with cloud-based applications and containerization.
  • Knowledge of DoD contracting processes and policies. 
  • Understanding of VCF, CCIC2S, NIIDE, and SUT with the ability to utilize software tools.
  • Acquisition program office experience. 
  • Knowledge, experience and demonstrated ability to provide primary program oversight and management of task orders. 
  • Advanced knowledge, experience, and recognized ability to be considered an expert in Air Force/U.S. Space Force acquisitions.
