This Senior Applications Developer (ServiceNow, Full Stack, AI-Assist) is a full-time AT employee in the State of Utah Division of Technology Services assigned to a dedicated Software Applications Services sub-unit serving the Department of Corrections and the Board of Pardons and Parole. This Senior Developer works on mission-critical software applications, from large operational systems to average-sized products. There is a mix of in-house development and integrations of vendor provided products with internal database connections and other API interfaces.
Most elements of the architecture, hosting environments, databases, and front end application tools are in the midst of migrations and modernization. The Informix database is being migrated to PostgreSQL; On Prem hosting is being transferred to AWS Cloud; Monolith Legacy system is being broken into composable architecture; Development skills with Full Stack JAVA is being staged up through ServiceNow Low Code Platform and quickly moving on to AI tools; automation is infiltrating Testing cycles and CI/CD deployment pipelines; and Rapid Development AI-assisted Coding methodology is being introduced. This unit must aggressively design, install, train up, and evolve the AI models into its core development practice.
The agencies are exploding with demands and expectations, reaching out for new devices and applications. They are making organizational changes to push forward their drive for national field prominence in technical innovation.

This Senior Applications Developer (ServiceNow, Full Stack, AI-Assist) role at the Utah Division of Technology Services serves the Department of Corrections and the Board of Pardons and Parole. The position combines three main areas of expertise:
ServiceNow Platform: Serving as the principal resource for developing administrative and ancillary software products in a Low Code environment.
Full Stack JAVA: Maintaining and enhancing mission-critical operational systems as a secondary focus.
AI-Assisted Development: Leveraging AI tools for coding and helping the unit evolve its AI multi-agent orchestration models.
The unit is currently undergoing significant modernization, including migrating databases to PostgreSQL, shifting hosting to AWS, moving from monolithic to composable architecture, and adopting SAFe Agile Framework and AI-assisted methodologies. The ideal candidate has experience spanning the Full Stack era, transition into Low Code platforms, and current adoption of AI tools.
Qualifications
Team Collaboration: Participating in planning sessions, reporting on development activities, and working effectively with a cross-functional team (including analysts, testers, and project managers).
Agile Development: Fulfilling developer duties on product epics and stories, following Software Development Methodology (SDM) processes, and managing tasks within an Agile framework.
AI Integration: Contributing to the evolution of AI concepts and tools within the team, including transitioning to AI Multi-Agent Orchestration (using a "design > code > verify" model) and performing code reviews focused on verifying AI-generated output.
Process Compliance: Providing time estimates, maintaining documentation in tracking software, and ensuring work meets specified standards and deadlines.
Process Compliance & Documentation: Adherence to the Software Development Methodology (SDM) and consistent use of tracking software to document activities, coordinate issues, and ensure project transparency.
Quality Assurance & Testing: Ensuring deliverables meet strict security, data, and functional standards through manual and AI-assisted coding, thorough pre-testing, and effective collaboration with the testing team to minimize product failure thresholds.
Wide-Ranging Technical Scope: Managing diverse technical assignments, including system functionalities, algorithmic calculations, database connections, API web services, security protocols, configuration management, and ongoing technical maintenance.
Multi-Environment Versatility: Performing all development and maintenance duties proficiently across three primary frameworks: ServiceNow (Low Code), Full Stack JAVA, and AI-conducted or orchestrated development tools.
ServiceNow Now Low Code Platform:
  • Formal ServiceNow Now Low Code Platform Certifications including:
    • Certified ServiceNow Application Developer (CAD) (required)
    • Certified ServiceNow System Administrator (CSA)
  • Advanced skills and expert level experience in the ServiceNow Now development platform and related environments.
  • Skills for development for ServiceNow applications to be accessible on mobile devices.
  • Skills for development methods and approaches to ServiceNow application security.

Full Stack Java Development:
  • Full Stack JAVA-based skills and direct experience employed as a web programmer developing and maintaining computer software applications and programs using Web languages, tools and technologies, including: Java 11 & 21, Spring / Spring Boot 2.6 and 3, Spring JDBC HTML, CSS3, SASS, Angular, PWAs, JPA, JavaScript / TypeScript, REST APIs and distributed architecture patterns.
  • Useful skills and technologies for maintenance of older applications: Java 8, Struts (1 & 2), Hibernate 3 / JPA, jQuery, jQuery DataTables 1.8-1.12, Subversion, Ant.
  • Experience with Informix database, PostgreSQL database, other SQL databases, Business Intelligence tools and applications.
  • Skills for development for Full Stack applications to be accessible on mobile devices.
  • Skills for development methods and approaches to Full Stack application security.

Artificial Intelligence, AI-Assisted Development:
  • AI skills, competence and experience in one or more AI development tool sets (e.g., Claude, Gemini, GitHub CoPilot, others).
  • Knowledge of AI development concepts, principles, positions, implementation and maturity stages, Dev design > AI code > Dev verification workflow model, AI Multi-Agent Orchestration techniques.

Software Development Life Cycles:
  • Knowledge and experience developing within the structure and processes of a Software Development Life Cycle (SDLC) model.

Preferred qualifications:
  • Other Certifications and qualifications in the computer science field.
  • Knowledge, skills and experience with the AI-Orchestration / Agent-Swarm Ecosystem development model.
  • Knowledge, skills and experience applying Rapid Development Methodologies to accelerate development, integration, and deployment.
  • Knowledge and experience developing within the SAFe Agile Framework SDLC model.
  • Direct participation as a principal ServiceNow and/or Full Stack Java developer on projects building or maintaining mission-critical applications for medium to large size private or public organizations (i.e., 1,000 or more employees).
  • Direct experience as a ServiceNow or Full Stack Java developer on systems operational within the criminal justice field (e.g., Courts, Public Safety, Local Law Enforcement, Corrections, Parole Boards, Criminal Justice Commissions, etc.).
