Description
Markon is seeking a Project Manager to support one of our Intelligence Community customers at a major campus in Huntsville, Alabama. This individual will assist the government with project management, space management, requirements development, stakeholder engagement, and status reporting for the Facilities Project Management enterprise. The project manager must be proficient in physical security construction, developing project management plans, leading teams from a variety of organizations, developing project schedules, and monitoring/reporting project status. The project manager shall be responsible for assigned projects from project inception through physical and financial closeout. The project manager shall be highly skilled in customer service, competent in reading and understanding construction drawings and specifications, and knowledgeable in standard construction industry practices. The project manager shall review contractor proposals and provide recommendations to the Contracting Officer's Representative. Additionally, the project manager shall assist the government with space planning strategy and use collaborative tools to perform enterprise space management.
Responsibilities
  • Collect requirements, prepare scopes of work, conduct market research, and develop sole source justification if appropriate
  • Assist the Contracting Officer and COTR with acquisition planning, execution, and administration
  • Conduct pre-bid and pre-construction site visits
  • Conduct technical review and evaluate project solicitations, proposals, quotes, and proposed change requests
  • Manage design projects and review designs submitted for changes to Government facilities
  • Oversee short-term and long-term construction projects within the customer site to ensure the completion of projects as per construction drawings, approved permits, and all safety regulations
  • Review and approve shop drawings and submittals
  • Create, distribute, and maintain all transmittal documents
  • Integrate and coordinate projects with field personnel
  • Conduct construction inspections ensuring conformance with design specifications & building codes
  • Maintain, track, and update Contract Change Requests (CCRs)
  • Prepare and distribute project communication (including official weekly status reports) with customers, management, integrated project teams and stakeholders
  • Host Utility Assistance Request (UAR) meetings between stakeholders and the general contractors to accommodate building outages
  • Manage and evaluate contractor performance, and assist in the preparation of Contractor Performance Report (CPR) upon contract closeout
  • Conduct/Approve punch-list items prior to property turnover
  • Coordinate with government clients in strategy development, execution of enterprise space management, and de-confliction of space requirements
  • Oversee and improve organizational processes used to plan and manage space throughout the area of responsibility
  • Collect, organize, analyze, and prioritize customer requirements within the space management system of record.
  • Provide data, metrics, and input on space usage across the enterprise
  • Develop presentations and lead coordination meetings with stakeholders

Qualifications
  • TS/SCI clearance with CI Polygraph
  • Bachelor's degree 6+ years of experience managing complex projects or 10+ years of expereince in lieu of a degree
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook) and Microsoft Project
  • Proficiency with developing project management plans, leading multi-discipline teams of architects and engineers from a variety of organizations, and monitoring/reporting project status
  • Highly skilled in customer service and diverse stakeholder engagement
  • Competent in reading and understanding construction drawings/specifications and knowledgeable in standard construction industry practices

  • Project Manager Professional (PMP) certification

Salary Range
USD $120,000.00 - USD $135,000.00 /Yr.
