Job description

Manages the budget for direct legislative appropriations process for APS schools and charter schools. Analyzes legislation, coordinates with state, local and school district officials, and develops and implements administrative financial processes and procedures. Establishes and maintains financial and project files and records. Manages year-end financial reporting for all legislative projects. Manages capital project costs and budgets in compliance with Federal and State Statutes, and district policies and procedures. Understands the flow of grant funding and the financial guidelines governing it and assists the Senior Director with grant projects and reporting, as assigned.
ESSENTIAL FUNCTIONS:
ESSENTIAL FUNCTIONS: Incumbent must achieve the following outcomes with or without reasonable accommodation:
  • Manages accounting functions, budgeting, financial reporting and audit requirements for grants capital projects, including federal, state and local projects.
  • Researches and analyzes legislation, rules and regulations to determine annual funding, project types and amounts, and administrative requirements and procedures.
  • Serves as a principal liaison between APS departments and school sites, and/or external constituencies on programmatic and administrative issues; facilitates projects problem resolutions.
  • Provides direction, technical assistance and support to school sites and other departments regarding state, district, and cluster requirements and other applicable goals including site responsibilities.
  • Coordinates with the GM Coordinator in assignments of support duties to GM Technicians.
  • Manages or delegates clerical and administrative support tasks, including creation of program correspondence, reports, and other publications.
  • Serves as liaison between Grants Management and APS Leadership.
  • Monitors program/project revenues and expenses for cost effectiveness. Manages requests for reimbursement from state government funding sources.
  • Reviews and monitors departments/programs for compliance with district, local, state and federal requirements, standards, policies, procedures and guidelines.
  • Collects and analyzes data; prepares scheduled and special reports; maintains program/project records and statistical information in electronic databases, spreadsheets and hardcopy files.
  • Coordinates the "grant award" process with Grant Coordinator, schools, charter schools, Board Office, and various APS departments.
  • Coordinates closely with APS Legislative Liaison and Senior Director, during legislative session, to provide information as requested by legislators on all grants.
  • Provides all justifications to PED, State Board of Finance, and other agencies prior to final approval by governor.
  • Reviews information from state on awarded projects, manages preparation of all paperwork for submittal to State agencies and APS Board of Education for awarded funds.
  • Review and signs off on all Grant Agreements produced by DFA for each State Legislative award.
  • Coordinates with department managers and schools to complete the RTOF (Request to Obligate Funds)
  • Manages awards to meet all legislative deadlines to prevent loss of funds.
  • Manages monthly reporting on the CPMS (Capital Project Management System) for DFA, project and financial status of all allocations.
  • Manages financial activities of direct capital outlay projects comprising of hundreds of individual projects involving tens of millions of dollars.
  • Manages the publication of project information and administrative requirements and procedures to school and district personnel through printed mail, e-mail, Intranet and personal appearances and meetings.
  • Develops and maintains policies and procedures, promotional materials, educational materials, training manuals, newsletters, and/or brochures, as appropriate to the program.
  • Prepares financial analyses for specific special reporting purposes as required or assigned by the Senior Director.
  • Manages the preparation of financial statements and other financial reports for inclusion in the district's annual statements.
  • Maintains policies and procedures, and training manuals for the department.
  • Effective management of time, multiple resources and projects.
  • Interprets and implementsvarious budgeting, finance, and accounting regulations impacting capital outlay projects.
  • Accepts assignments and delegation of authority from Senior Director as requested.

PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:

  • Knowledge of the structure and functioning of school districts and/or state and local government and legislative processes, or experience working in a government environment.
  • Ability to research, analyze and interpret legislation, rules and regulations; and to write policies and procedures.
  • Excellent communication skills, both verbal and written.
  • Flexibility and effective organizational, decision-making, analytical and problem-solving skills.
  • Interpersonal skills with diverse populations' in-person and on the telephone.
  • Ability to meet deadlines, work on multiple projects and follow through.
  • Ability to work closely with detail, be accurate and keep complete and organized books and records.
  • Knowledge or experience in working with the Infor (formerly Lawson) Financial System.
  • Skilled in using Microsoft Office products, especially Access and Word

REQUIREMENTS:
  • Bachelor's Degree in Finance, Business, or other related field and six (6) years' experience in administering, coordinating or managing multiple and diverse programs or projects involving accounting, auditing, financial management and legal compliance in a governmental entity or equivalent.
  • Advanced knowledge or experience in accounting, auditing and financial reporting, accounting practices and procedures.
  • Knowledge and experience in working with automated accounting and financial systems.Skilled in using personal computers, including operating systems, Web browsers, e-mail, word processing, spreadsheets, and database programs in a networked environment, with emphasis on Microsoft Excel
