This role is central to supporting missioncritical digital transformation initiatives, driving clarity in complex environments, and ensuring that solutions align with strategic Navy and enterprise objectives.

Position Overview

The Senior Business Analyst will lead and define the business analysis strategy for largescale, enterprisewide initiatives. This role is responsible for managing complex requirement portfolios, mentoring analysts, guiding process optimization, and partnering with senior leadership to shape solution direction. The ideal candidate excels at navigating ambiguity, driving consensus, and ensuring user adoption through integrated changemanagement and training strategies.

Key Responsibilities:

  • Lead and shape the business analysis strategy for significant, complex, or enterprisewide programs.
  • Manage, prioritize, and maintain a portfolio of business requirements across multiple concurrent projects or workstreams.
  • Conduct feasibility studies, risk analyses, and business case development to support investment and technologyselection decisions.
  • Mentor, coach, and provide quality assurance for junior and midlevel Business Analysts.
  • Facilitate highstakes negotiations with senior stakeholders to establish consensus on scope, priorities, and solution direction.
  • Lead business process reengineering initiatives to optimize operations in advance of technical implementation.
  • Partner with senior leadership to define scope, develop business cases, evaluate solution options, and align technology investments with mission and enterprise goals.
  • Advise program leadership on data strategy, solution feasibility, and organizational impacts.
  • Oversee the development and integration of user training and documentation within the broader changemanagement strategy to maximize user adoption.
  • Ensure requirements management practices, standards, and documentation evolve to meet enterprise needs.
  • Leverage Jira, Azure DevOps, MS Teams, and similar collaboration tools to manage complex backlogs, track progress, and support enterpriselevel coordination.

Required Skills & Experience:

  • 7+ years of experience in business analysis, with proven leadership on complex projects or programs.
  • Expertlevel capability across all aspects of business analysis-strategic thinking, facilitation, requirements management, process modeling, and stakeholder engagement.
  • Mastery of Agile and Waterfall methodologies, with the ability to tailor frameworks to program needs.
  • Experience with business process improvement methodologies (Lean, Six Sigma, or similar) highly desirable.
  • Demonstrated ability to configure and leverage Jira, Azure DevOps, and MS Teams in managing complex program backlogs and crossteam collaboration.
  • Exceptional communication and presentation skills, including the ability to present complex findings to executive audiences.

Education & Certifications:

  • Bachelor's or Master's degree in Business Administration, Management Information Systems, Computer Science, or a closely related field.

Security Clearance

  • Active DoW SECRET security clearance required.

Salary: $90k+ to align with education and experience.
