RiVidium Inc. is seeking an experienced
Senior Cybersecurity Program Manager - Level III to serve as the primary point of contact between the Government and contractor team for all
Cybersecurity and Intelligence Enterprise Information Technology Services (CIEITS) program activities. This position provides executive-level program leadership and is responsible for managing technical execution, cost, schedule, quality, and performance across a broad portfolio of cybersecurity governance, risk management, engineering, and IT security operations supporting the
Department of Homeland Security Intelligence Enterprise (DHS IE).
The ideal candidate will have extensive experience managing complex, multi-million-dollar cybersecurity programs within classified
Intelligence Community (IC) environments, with proven expertise leading multi-CLIN contracts, subcontractor teams, and enterprise cybersecurity initiatives. The Senior Cybersecurity Program Manager will maintain continuous awareness of program health and provide strategic guidance to senior Government stakeholders, including the I&A Chief Information Security Officer (CISO) and Contracting Officer's Representative (COR).
Key Responsibilities
- Serve as the single point of contact between the Government and contractor team for all CIEITS program activities.
- Provide executive-level leadership and oversight for cybersecurity program execution, including governance, risk management, engineering, and IT security operations.
- Manage all program tasks, personnel, subcontractors, deliverables, and performance requirements.
- Serve as the primary interface with the DHS I&A CISO, COR, Contracting Officer (CO), and other Government stakeholders.
- Develop, maintain, and execute key program management artifacts, including:
- Project Management Plan (PMP)
- Integrated Master Schedule (IMS)
- Staffing Plan
- Quality Control Plan (QCP)
- Risk Management Plan and Risk Register
- Monitor and manage cost, schedule, technical performance, and resource utilization across all contract CLINs.
- Identify program risks, develop mitigation strategies, and communicate recommendations to Government leadership.
- Conduct weekly program status meetings with the CISO/COR and lead monthly Project Management Reviews (PMRs) with Government stakeholders.
- Prepare and deliver program reporting, including:
- Weekly Activity Reports (WARs)
- Monthly Status Reports (MSRs)
- Financial and cost tracking reports
- Schedule updates
- Risk and issue summaries
- Deliverable status reports
- Organize and track staff actions, taskers, data calls, and Government correspondence.
- Prepare executive-level briefings, presentations, memoranda, and program documentation for Government review.
- Manage IT Service Management (ITSM) processes, including request tracking, ticket management, and Service-Level Agreement (SLA) compliance.
- Maintain program documentation repositories and project websites on A-LAN and C-LAN environments.
- Lead program meetings, including:
- Program Kickoff Meetings
- Project Status Reviews (PSRs)
- Specialized Reviews
- Transition activities
- Support transition-in and transition-out efforts to ensure operational continuity, knowledge transfer, and successful program execution.
- Ensure quality assurance and configuration control of all program deliverables and artifacts prior to Government submission.
Required Qualifications
- Active Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
- Minimum 15 years of experience managing IT, cybersecurity, or information assurance programs of similar size and complexity.
- Current Project Management Professional (PMP) certification.
- Current Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) certification.
- Bachelor's degree in Information Technology, Cybersecurity, Computer Science, Engineering, or related technical field.
- Master's degree preferred.
- Demonstrated experience managing multi-million-dollar Government contracts involving multiple CLINs, subcontractors, and complex deliverables.
- Proven experience supporting Intelligence Community (IC) and/or DHS cybersecurity programs.
- Strong understanding of cybersecurity governance, risk management, compliance frameworks, and enterprise security operations.
- Experience leading large-scale cybersecurity programs in classified environments.
Preferred Qualifications
- Prior experience supporting DHS Intelligence & Analysis (I&A) cybersecurity programs.
- Experience managing OASIS+ task orders or similar Government contract vehicles.
- Experience working with program management and collaboration tools, including:
- JIRA
- Confluence
- Microsoft Teams
- IT Service Management (ITSM) platforms
- Experience supporting cybersecurity modernization, enterprise risk management, and mission-focused security operations.

- Project Management Professional (PMP) - Current
- CISSP or CISM - Current
Clearance Requirement
Active TS/SCI Clearance Required
