The Senior Appeals Officer is responsible for supervising the administrative, technical and procedural activities of the Hearings Division.
The Hearings Division is a quasi-judicial administrative court responsible for the hearing and adjudication of workers' compensation disputes and other. The Senior Appeals Officer oversees the operations of nine non-attorney Hearings Officers, 12 attorney Appeals Officers, and 30 support staff in conducting 25,000+ administrative hearings annually. The Senior Appeals Officer is responsible for ensuring the fair and efficient consideration and adjudication of hearings, including the evaluation of evidence and testimony and the issuance of written legal decisions in accordance with Nevada Revised Statutes and Nevada Administrative Code.
This position manages high-level professional staff and provides high-level legal expertise within the appeals process. This position manages all administrative aspects of the Division including budget, contracts, statistical and administrative reporting, legislative engagement, and policy development. Essential Qualifications Minimum Qualifications Graduation from an accredited school of law.
Active license to practice law in the State of Nevada before all courts in this state for at least 2 years At least 5 years of professional legal experience, preferably in administrative law, litigation, or workers' compensation. Demonstrated ability to conduct hearings and write legally defensible decisions. Preferred Qualifications Experience as an appeals or hearing officer.
Knowledge of Nevada workers' compensation statutes and regulations. Experience supervising or mentoring legal and administrative staff. Experience with regulatory adoption and budget management.
Job Duties Ensure the provision of due process in the conduct of formal administrative hearings. Exercise expertise with applicable statutes and regulations. Ensure the issuance of legally sound written decisions and orders.
Provide guidance, mentorship, and training to Hearings Officers, Appeals Officers, and staff. Supervise classified staff of approximately 30 people. Communicate professionally with legal counsel, claimants, employers, insurers, other state agencies, and stakeholders.
Ensure compliance with statutory timelines, procedural requirements, and reporting requirements. Liaison with the Director's Office concerning legislative and executive branch engagement. Knowledge, Skills, and Abilities Knowledge of administrative law, evidentiary standards, and Nevada statutes and regulations.
Strong legal writing, analytical, and decision-making skills. Ability to manage the administrative, technical, and procedural needs of an administrative court. Effective communication and interpersonal skills.
