Job description

R&P is seeking a Senior Business Development Analyst to support proposal development and preparation, new business capture, and company growth strategies. This position will report to R&P’s Vice President of Business Development in our Washington DC office. 


The Senior Business Development Analyst will support R&P’s Vice President of Business Development in expanding our current Navy services portfolio and penetrating new Navy markets and other Federal agencies including USCG and DHS. Job responsibilities will include:

    • Develop technical solutions and respond to Advance Notices (ANs), Sources Sought (SS), Request for Information (RFIs), Request for Proposal (RFPs)/Solicitations, and other technical data calls.
    • Manage proposal development and preparation process for responding to RFPs/Solicitations. Prepare and execute detailed proposal plans, schedules, outlines, and other response documentation. Ensure compliance with RFP/Solicitation requirements. Must be able to manage multiple concurrent proposals with adherence to deadlines and processes.
    • Manage proposal writing assignments, track timelines, and ensure delivery of all proposal materials with authors and teaming partners in accordance with proposal schedule. Provide detailed writing guidance to proposal contributors, subcontractors, and/or consultants.
    • Communicate AN, SS, RFI and RFP/Solicitation requirements and proposed technical solutions with senior company leadership.
    • Coordinate and conduct proposal meetings/events (e.g., Kickoff Meetings, Color Team Reviews).
    • Manage and maintain RFP/Solicitation documents, proposal deliverables, technical data calls, and other BD related documents on company share drive.
    • Work with line Division Managers to conduct pre-RFP “Go/No-Go” assessments and develop technical solutions and win strategies.
    • Perform other BD duties as required.

  • Bachelor’s degree is required. A Bachelor of Science degree in technical discipline is preferred. 
  • Must have at least 10 years’ experience in Navy ship acquisition and new construction, ship repair and maintenance, operations, and/or training is desired.
  • Must have at least 3 years’ experience in supporting proposal efforts for DoD/DoN RFPs.
  • Demonstrated experience in generating proposal materials (e.g., outlines, briefings, schedules, compliance matrix).
  • Highly proficient in Microsoft Office products including Word, PowerPoint, Excel and SharePoint.
  • Must be U.S. Citizen.
  • Must have active Security Clearance or be able to obtain a security clearance.
